Solicitation Summary

This is a Request for Proposal (RFP) for the procurement of clock panels (NSN: 6645-01-520-3119 RK) issued by DLA Weapons Support at Oklahoma City on behalf of the Air Force. The solicitation number is SPRTA1-26-R-0108, with an offer due date of May 4, 2026 at 4:00 PM local time. The requirement includes manufacturing new clock panels and providing first article testing and approval documentation. The estimated quantity is 185 units with quantity range flexibility from 46 to 278 units, depending on final Government evaluation. Delivery is required by April 30, 2027 to Tinker Air Force Base, Oklahoma, with free on board (FOB) origin shipping terms. The contractor must hold prices firm for 120 days from offer submission.

The procurement is rated as a Priority R contract under the Defense Priorities and Allocations System (DPAS) and requires contractor compliance with extensive federal regulations including cybersecurity standards (NIST SP 800-171), supply chain security restrictions, and first article approval testing at the contractor's facility with Government observation. First article testing incurs a $2,000 evaluation cost factor. Approved first articles will serve as manufacturing standards and count toward production quantities. The solicitation requires Item Unique Identification (IUID) marking and mandates that all offerors be approved sources with export control certification. An evaluation cost of $2,000 applies to first article testing. The acquisition is unrestricted (not set aside), allows for federal contractor payments via electronic funds transfer, and incorporates Standard Form 1449 contract terms with multiple FAR and DFARS clauses governing compliance with Buy American requirements, small business utilization, ethics standards, and numerous federal security and regulatory requirements.
