About this file
This is a federal solicitation (Request for Proposal) issued by DLA Weapons Support, Oklahoma City for a fuel control main component, NSN 2915-01-582-2567. The procurement is for new manufacture items, with a critical safety item designation. The solicitation number is SPRTA1-26-R-0027, issued on 24 OCT 2025, with proposals due by 25NOV2025 at 3:00 PM. The acquisition is unrestricted and set aside for small businesses, specifically targeting service-disabled veteran-owned small businesses (SDVOSB). The requirement is for 21 units, with potential quantity ranges from 5 to 32 units, and the item is a fuel control for engine fuel flow regulation that operates in four modes: primary, secondary, hybrid, and hybrid VSV. Delivery is scheduled monthly from January 2026 through September 2027, with each delivery to DLA Distribution Depot Oklahoma at Tinker Air Force Base.
The solicitation uses a best value source selection process with evaluation factors including technical compliance, price, past performance, and small business participation. Contractors will be evaluated based on their Supplier Performance Risk Score, with pricing to be determined by multiplying proposed unit prices by the government's quantity. The government reserves the right to award no contract depending on proposal quality and pricing, and intends to award without discussions. Contractors must comply with various federal regulations, including safeguarding covered defense information, prohibitions on certain telecommunications equipment, and requirements for item unique identification (IUID) marking.

5352.201-9101 OMBUDSMAN (JUN 2023)
(IAW DAFFARS 5301.9103)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern.
The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employeeemployer actions, contests of OMB Circular A76 competition performance decisions).
(c) The Competition Advocate (CA) at each contracting activity/office (as defined in DLAD 2.101) shall act as the ombudsman and attempt to resolve contractor complaints. DLA AVIATION – AOCA’s CA/ombudsman can be reached at 3855911672, facsimile (405) 7348129. Complaints which cannot be so resolved shall be forwarded to the HQ through J72 for resolution by the DLA competition advocate. Each activity is responsible for developing procedures for executing the duties and responsibilities of its local ombudsman.
(d) The ombudsman has no authority to render a decision that binds the agency.
(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements.
Such inquiries shall be directed to the contracting officer.
