About this file
This is a Memo for File documenting a synopsis waiver determination for a federal contract requirement.
The Defense Logistics Agency (DLA) Weapons Support at Oklahoma City issued solicitation number SPRTA126Q0242 as a Request for Quotation through the SAM website (https://sam.gov). The requirement is not expected to exceed the Simplified Acquisition Threshold, and potential offerors are encouraged to submit offers via email to the address listed on the solicitation. Aric Harmon, Contract Specialist, determined that synopsis publication is waived under FAR part 5.202(a)(13) because the acquisition meets three criteria: (i) the estimated value does not exceed the Simplified Acquisition Threshold; (ii) the solicitation is available through SAM, which serves as the Government Point of Entry (GPE); and (iii) offerors are permitted to respond electronically via email. The memo, signed on 11 March 2026, documents the legal basis for this waiver under 41 USC Section 426's definition of electronic commerce.

Memo for File
FAR part 5.202(a)(13)
Ref. solicitation number for requirement: SPRTA126Q0242
This requirement is not expected to exceed the Simplified Acquisition Threshold. The solicitation will be available for review on the Sam website (https://sam.gov). Potential offerors are encouraged to submit offers via email to the address listed on the solicitation.
Therefore, IAW with FAR part 5.202(a)(13), exception:
(i) Is for an amount not expected to exceed the simplified acquisition threshold.
(ii) Will be made through a means that provides access to the notice of proposed contract action through the GPE.; and
(iii) Permits the public to respond to the solicitation electronically.
Electronic Commerce is defined at 41 USC Sec. 426 as electronic techniques for accomplishing business transactions, including electronic mail. Thus, provided the complete solicitation package is available through the GPE and offerors are permitted to respond electronically (i.e., email in this case), the proposed contract action would not require synopsis.
Therefore, synopsis is hereby waived as this acquisition is not expected to exceed the Simplified Acquisition Threshold, request for quotation will be made through SAM (https://sam.gov), where the offerors are able to respond electronically.
