Defense Logistics Agency Aviation
About this file
This document is a Justification for Other Than Full and Open Competition form for the Defense Logistics Agency (DLA) Aviation at Tinker AFB, Oklahoma. The acquisition is for 3 each of a B-2 Servocylinder (NSN 1650-01-420-5488FW / B43874-2) from Moog Inc. using a sole source procurement method under 10 U.S.C. 3204(a)(1). Market research conducted in February 2024 determined Moog Inc. is the only source able to fulfill the requirement, with the item being military-unique and having no equivalent non-developmental or commercial off-the-shelf product in the marketplace. The contract will be firm-fixed-price with a planned synopsis date of 08-Aug-2024, and data rights for the item are considered proprietary pending resolution of a B-2 CITIS data rights issue. The government will continue to synopsize requirements for potential sources and periodically screen the item for changes in data and source availability.

This research included inquiries into Haystack, Parts Manufacturer Approvals, Google, Thomas Register, and similar item manufacturer's websites. Also, there is not a reasonable expectation that two or more responsible offerers would submit priced offers. Based on this market research, Moog Inc, 94697 cage code was found to be the only source able to fulfill the requirement. Also, this item is military unique, with no equivalent non-developmental or commercial off-the-shelf product within the current marketplace that meet the requirements of the Air Force.
