About this file
This is a Request for Quotation (RFQ) solicitation from the Defense Logistics Agency (DLA) Aviation for a critical safety item: a compressor blade for the F110 series engine. The solicitation (SPRTA1-25-Q-0432) seeks 28 Stage 1 Fan Blades, NSN 2840-01-695-0035, manufactured by GE Company, with part number 2814M91P01. The blades are 6a1-4v titanium and will be procured through multiple quantity ranges, with a minimum of 7 and a maximum of 42 units. The procurement is a small business set-aside and requires new or unused government surplus materials that meet specific configuration and serviceability standards.
Key terms include a firm fixed price contract with a 120-day price hold, delivery by November 30, 2025, and mandatory IUID (Item Unique Identification) requirements. The solicitation emphasizes that the item is a Critical Safety Item (CSI) used in aircraft engines, and misrepresentation of the item's condition will result in rejection. Offerors must complete detailed representations about the material's origin, condition, and compliance with technical specifications. The contract will be awarded through DLA Aviation's procurement operations at Tinker Air Force Base in Oklahoma, with the contracting officer being John Nolan.

NEW MANUFACTURED MATERIEL
New materiel means materiel manufactured by a qualified manufacturer, which has a Government-approved in-process quality system meeting the requirements of this solicitation. Previously manufactured materiel is considered “new material” as long as it in new and unused condition and held by the actual manufacturer, the system contractor or subsidiary, or a successor or distributor. This solicitation does not contemplate surplus materiel. In the event surplus material is offered and it is determined to be the best value to the Government, a determination shall be made as to its acceptability. The urgency of the instant action and the time necessary for evaluation, however, may preclude consideration of surplus materiel for this award; in the event surplus materiel is determined to be acceptable, the solicitation will be amended announcing any supplemental inspection requirements and revising the due date for receipt of proposals. This statement applies to CLIN 0003.
NEW MANUFACTURED MATERIEL AND GOVERNMENT SURPLUS MATERIEL ACCEPTABLE
New manufactured as defined as well as Government surplus materiel as defined as (1) materiel, which has never been sold or accepted by the Government; or (2) materiel which would be considered “new Manufactured” except that it is not held by the actual manufacturer, the system contractor or subsidiary, successor, or distributor and as indicated below, will be considered to be acceptable in satisfaction of this requirement. Inspection and acceptance criteria for the surplus materiel are set forth in Section E hereof. The categories of surplus materiel and the Contract Line Item(s) to which this statement applies are:

CONTRACT CLAUSES
5352.201-9101 OMBUDSMAN (JUN 2023)
(IAW DAFFARS 5301.9103)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
(c) The Competition Advocate (CA) at each contracting activity/office (as defined in DLAD 2.101) shall act as the ombudsman and attempt to resolve contractor complaints. DLA AVIATION – AOCA’s CA/ombudsman can be reached at 385-591-1672, facsimile (405) 734-8129. Complaints which cannot be so resolved shall be forwarded to the HQ through J-72 for resolution by the DLA competition advocate. Each activity is responsible for developing procedures for executing the duties and responsibilities of its local ombudsman.
(d) The ombudsman has no authority to render a decision that binds the agency.
(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.
