About this file

This Justification for Other than Full and Open Competition (J&A) document is for a sole-source acquisition by the Defense Logistics Agency (DLA) Aviation at Tinker AFB, Oklahoma. The procurement is for 14 turbine nozzles (NSN 2840015795183PR/9547M20G05) for F110-100 and F110-129 military engines, with General Electric Company (GE) identified as the sole manufacturer. The acquisition is a Firm-Fixed-Price contract, with the government determining that GE is the only known responsible source possessing the necessary knowledge, expertise, and technical data to provide this critical aerospace component.

Market research conducted on 25 January 2024 confirmed the item's sole-source status, revealing that the part cannot be modified, is not commercially available, and cannot be reverse-engineered due to its complexity and criticality. The contracting officer will complete a price analysis, and if the proposed amount exceeds the Truth in Negotiations Act (TINA) threshold, certified cost or pricing data will be required. AFLCMC/LPSBN will continue to monitor the marketplace for potential source development and plans to synopsize and rescreen the item in future acquisitions. The solicitation is expected to be released on or about 15 May 2024.
