About this file
This document is a solicitation (SPRTA1-24-R-0127) issued by the Defense Logistics Agency Aviation for the procurement of a CONTROL, ALARM (NSN 6340-01-708-4202, PN 8-490-12). The solicitation is for a firm-fixed price contract with a required quantity range of 2-12 each, with a current required quantity of 8 each. The required delivery date is on or before 8 December 2026. The item is for use on the B-2 aircraft and UID marking is required. This is an unrestricted procurement, but the government does not own the data rights and encourages offerors to contact the Original Equipment Manufacturer, Eldec Aerospace Corporation, regarding data rights. The anticipated award date is 90 days after the issuance of the notice. Pricing will be a significant factor, but past performance may also be evaluated. An Ombudsman has been appointed to address contractor concerns during the proposal development phase.

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern.
The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. The ombudsman may refer the interested party to another official who can resolve the concern.

(d) The ombudsman has no authority to render a decision that binds the agency.
(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements.
Such inquiries shall be directed to the contracting officer.
