PART I - THE SCHEDULE

SECTION B

SUPPLIES OR SERVICES AND PRICES/COSTS

PRICING NOTE: In order to maintain unit price integrity, contractor must individually price Line Items or clearly state that there is a ñZERO DOLLAR CHARGEò for these items.

This is a critical part used in the F100 series turbine engine. Poor quality parts will have an adverse effect on mission capability and system safety. For this reason, First Article Testing is required to insure first time manufacturers, or manufacturers that have not produced the item within three years, manufacture parts in accordance with the drawing andspecification requirements (Drawing 4077434-01, sub-tier drawings if an assembly, and specifications identified therein.)

First Article Offers will be accepted under Bid A (CLINs 0001AA, 0001AB, 0001AC, 0001AD, and 0001AE). If your company meets the condition for First Article Waiver, please propose under Bid B (CLIN 0001AF). Please review clause 52.209-3 thoroughly.

The current best estimated quantity for Production Articles is 117 EA (Bid A; 0001AE) and 119 EA (Bid B;

0001AF). However, the required quantity is subject to change based on a range of 30 EA to a maximum of 179 EA. If this basic range does not provide the best pricing option, then the contractor shall submit quantity ranges that yield the best prices to the Government in accordance with the stated range above.

First Article Quantity is 3 parts:

1 part will be in addition to production quantity (CLIN 0001AA) 2 parts will be part of production quantity (CLIN 0001AB)

First article test requirements shall be per LPF-QAR-003 and the following:

a. All three first articles shall be inspected in accordance with the requirements of paragraphs 3.1, 3.2, 3.3, 3.4, and 3.5 of LPF-QAR-003.

b. The assembly detail part numbers (if an assembly), shall be inspected per paragraphs 3.1, 3.2, 3.3, 3.4, and

3.5 of LPF-QAR-003 prior to assembly.

c. After completion of inspections per instructions above, one article shall be destructively tested/ evaluated in accordance with the requirements of paragraph 3.6 of LPF-QAR-003.

Deliveries (FA test plan and FA reports) are preferably submitted on ISO-10149 compliant CD-ROM in Adobe Acrobat Portable Document Format.

Disposition of First Articles:

One (1) First Article part will be destructively tested (CLIN 0001AA). This item will be condemned and disposed of at vendor's facility.

First Article Waiver: First article waiver will be considered for offerors who have previously furnished production quantities in the last 36 months of the same or similar articles to the Government, provided articles thus furnished have exhibited satisfactory performance in service, in the opinion of the Air Force. Also, First article testing is waived if the offeror is the prime contractor, Pratt & Whitney. The cognizant Government engineering authority shall be the final authority for determining if a contractor meets the conditions of waiver.

5352.201-9101 OMBUDSMAN (OCT 2019)

(IAW AFFARS 5301.9103)

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes.
