The Contracting Officer will ensure that the items described herein are negotiated at a fair and reasonable price to the Government. If the proposal exceeds the Truth in Negotiations Act (TINA) threshold IAW FAR 15.403-4(a), the contractor will be required to provide certified cost or pricing data. A detailed cost analysis and price analysis will be accomplished. The Defense Contracting Management Agency and/or Defense Contract Audit Agency may be contacted to assist with the analysis, and may assist with inputs throughout the life of the contract.
Market research, in accordance with Far Part 10, was conducted on October 07, 2021 through October 15, 2021 by the multi-functional team consisting of the Logistics Management Specialist, Engineer, Production Management Specialist and the Procuring Contracting Officer. This research consisted of Internet searches, reviews of government databases, results of recent market research on similar requirements and a Sources Sought Synopsis posting. The market research revealed that there is not a commercial process available to meet this requirement. The TF34 Aircraft Turbine Shaft (Fan Drive Shaft) in this system is used in military applications and no commercial or non-developmental substitutes are available. There are no applicable industry standards, regulations, trade journals, or process guides that apply to the manufacture of this item.
In accordance with 10 USC 2320(d), the Government could provide replenishment parts, for sale or loan, in order so that businesses could attempt to reverse engineer this part. However, without the proper test equipment and data, the OEM is the only source that could qualify a reverse engineered item. This unique military system would require extensive aircraft testing causing additional delays and costs. The low demand for this part severely inhibits developing competition for this item. Potential, interested sources would likely never recoup their initial start-up investment.
NONE
AFLCMC/LPEA will continue to monitor the marketplace for any source development, and the Government will continue to synopsize the requirement and re-screen the item.
