SUPPLIES OR SERVICES AND PRICES/COSTS

FIRST ARTICLE NOTE: The OEM for this item is not required to provide first articles and a waiver is expected for one or more additional approved sources. However, First Article Testing (FAT) is required for any offeror which is not the OEM or does not meet the requirements for waiver. Line items related to FAT will not be included in this solicitation. Approved sources which do not qualify to waiver of FAT shall quote line item 0001 for production units and notify the Contracting Officer that FAT will be required. An initial evaluation based on the criteria in sections L and M of this RFP will then take place. The RFP will be amended to include line items for FAT testing only if the apparent successful approved offeror after this initial evaluation takes place is one which does not qualify for waiver.

See clause N352.209-N010N for conditions for waiver of FAT.

QUALIFICATION REQUIREMENT (QR) NOTE: Companies intending to become eligible for future needs which are not currently approved by the Government should see the attached Qualification Requirements and notify the contracting officer regarding becoming qualified. Award of THIS requirement WILL NOT be delayed for the qualification of new sources. A new approved source would then be required to provide first articles for future requirements should that source submit a successful offer.

5352.201-9101 OMBUDSMAN (OCT 2019)

(IAW AFFARS 5301.9103)

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. (d) The ombudsman has no authority to render a decision that binds the agency.

(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.
