USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF
AUTHORITY
General Electric Corp. Cage Code 07482 is the Original Equipment Manufacturer (OEM) for item 5052M50G24. The manufacture of this part requires use of master or coordinated tooling that only exists under the OEM’s control. General Electric Company refused a Government request to making tooling available to other sources on 06 May 2016.
General Electric Company possesses unique capabilities derived from knowledge and expertise gained during previous productions of this item. The development of this item by an additional source would expend substantial Government funds for start-up equipment, training and allocation of facilities. At this time, it is not economically feasible for the Government to fund a new source development; therefore, GE is the only source capable of providing the supplies described in paragraph III without the Government experiencing substantial duplication of cost that could not be expected to be recovered through competition, and unacceptable costs in fulfilling agency requirements.
VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED
PRACTICABLE
In accordance with FAR 5.201, this requirement shall be synopsized and the request for proposal (RFP) will be posted on the Federal Business Opportunities (FedBizOpps) website. Qualification requirements do not apply.
VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND
REASONABLE
The contracting officer will ensure that the items described herein are negotiated at a fair and reasonable price to the Government. A detailed price analysis will be accomplished.
The Defense Contract Management Agency (DCMA) may be contacted to assist with the price analysis if necessary and will assist with inputs throughout the life of the contract.
Information other than certified cost or pricing data may be obtained and cost analysis performed if appropriate. Should the proposal exceed , certified cost and pricing data will be obtained and a cost and price analysis will be performed.
VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE
RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH
WAS NOT CONDUCTED
In accordance with FAR Part 10, market research was conducted to include inquiries of available Air Force data systems, such as Haystacks, Parts Manufacturer Approvals, Google, Thomas Register and similar item manufacturer’s websites. This research was started 8 April 2016 and completed on 15 April 2016. This research revealed that there were no commercial items available to meet this requirement. The item described in section III are used in military applications and no commercial or non-development substitutes are available. This is non-developmental item.
A Sources Sought Synopsis was also conducted during the market research effort described above to notify GE licensees, vendors, or other sources with access to the necessary data of the pending acquisition. This posting was created on 10 May 2016 on the Federal Business Opportunities website under the NSN and PR number with a response date of 17 May 2016 and no responses were received.
Based on the above, a high level of confidence exists that GE is currently the only responsible source able to fulfill the requirement.
IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND
OPEN COMPETITION
Reverse engineering is not feasible within reasonable time constraints. The qualification of a reverse-engineered part would require an Accelerated Mission Test (AMT). F118 AMTs occur every 4 years and cost approximately (this is the cost of the 2016 AMT) and would not occur until 2019.
X. LIST OF SOURCES, IF ANY, THAT EXPRESSED INTEREST IN THE
ACQUISITION
General Electric Company CAGE: 07482 1 Neumann Way Cincinnati, Oh, 45215-1988

XI. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO
REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE
MAKING SUBSEQUENT ACQUISITIONS FOR THE SUPPLIES OR SERVICES
REQUIRED
In an effort to identify and remove barriers to competition, AFLCMC/LPSEA will continue to monitor the marketplace for source development.
XII. CONTRACTING OFFICER’S CERTIFICATION
By signing the coordination and approval document, the contracting officer determines this document to be accurate and complete to the best of the contracting officer’s knowledge and belief.
