About this file
This is a Justification for Other Than Full and Open Competition (JAOFOC) document for a sole source acquisition of KC-46 Transmitter Receiver units. The Defense Logistics Agency (DLA) Weapons Support at Tinker Air Force Base, Oklahoma is acquiring a maximum of 6 units of this equipment (NSN 5826-01-670-8400 / Part Number 822-1854-002) under Solicitation Number SPRAT-26-R-0305. The contract type is Firm-Fixed-Price with Fixed Quantity, and the acquisition is scheduled to be synopsized on May 27, 2026.
The justification restricts this acquisition to Rockwell Collins, Inc. (CAGE 13499) as the sole source based on market research conducted in accordance with FAR Part 10. The multi-functional team researched the requirement through Haystack, Parts Manufacturer Approvals, Google, Thomas Register, and manufacturer websites, concluding that Rockwell Collins is the only source capable of fulfilling the requirement and that a commercial or modified commercial alternative is unavailable. Additional rationales include that the data needed to acquire this part is not economically available (AMSC D code) and that the item does not meet basic criteria for reverse engineering evaluation. A Sources Sought notice was posted to SAM.gov on September 15, 2025 with a closing date of September 22, 2025, which resulted in no responses. No other sources expressed interest in the acquisition. The contracting officer, Michael Hannan (GS-13), approved this justification on May 28, 2026, and the acquisition does not exceed the $10 million threshold requiring Competition Advocate or Head of Contracting Activity approval.
