About this file
This is a federal solicitation (SPRTA1-26-R-0214) issued by DLA Weapons Support at Oklahoma City for the new manufacture of regulating valves (NSN 4810-01-054-9843 RK, manufacturer part number 3H889/2750038-101). The solicitation includes five line items totaling approximately 20 units across multiple Foreign Military Sales (FMS) cases for Taiwan, Morocco, Bahrain, Qatar, and Saudi Arabia, with required delivery dates ranging from February 2026 through March 2028. The solicitation type is negotiated (RFP) with a firm fixed-price contract structure, sealed bids format, and is rated under the Defense Priorities and Allocations System (DPAS) Code A1. Offers are due by 30 July 2026 at 3:00 PM, and contractors must hold prices firm for 120 days. All items require new manufacture with Higher Level Contract Quality Requirements per AS9100 standard, Item Unique Identification (IUID) marking in accordance with MIL-STD-130, and origin inspection and acceptance. Delivery is F.O.B. origin from contractor facilities to designated FMS case recipients.
The acquisition is set aside as unrestricted, with a small business size standard of 1,250 employees under NAICS code 336413. The solicitation includes extensive contract clauses covering cybersecurity requirements (NIST SP 800-171 and CMMC compliance), Buy American Act compliance, environmental and safety requirements, and payment processing through Wide Area WorkFlow (WAWF). Packaging is specified as MIL Long Line (Preservation Level MIL, Level B) in accordance with MIL-STD-2073-1, with special packaging instructions for fuel devices with residual fuel per FWF-117-2012. Contractors must submit representations and certifications electronically through SAM and complete various compliance provisions including those related to telecommunications equipment, covered defense information, and foreign military sales restrictions.

Complaints which cannot be resolved shall be forwarded to the HQ through J72 for resolution by the DLA competition advocate. Each activity is responsible for developing procedures for executing the duties and responsibilities of its local ombudsman.
(d) The ombudsman has no authority to render a decision that binds the agency.
(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements.
Such inquiries shall be directed to the contracting officer.

“Current” means—
(1) With regard to Conditional Cybersecurity Maturity Model Certification (CMMC) Status—
(i) Not older than 180 days for Conditional Level 2 (Self) assessments and Conditional Level 2 (certified thirdparty assessment organization (C3PAO)) assessments, with—
(A) No changes in compliance with the requirements at 32 CFR part 170 since the Conditional CMMC Status date (see 32 CFR 170.16 and 170.17); and
(B) A corresponding affirmation of continuous compliance by an affirming official (see 32 CFR 170.4); and
(ii) Not older than 180 days for Conditional Level 3 (Defense Industrial Base Cybersecurity Assessment Center (DIBCAC)) assessments, with—
(A) No changes in compliance with the requirements at 32 CFR part 170 since the Conditional CMMC Status date (see 32 CFR 170.18); and
(B) A corresponding affirmation of continuous compliance by an affirming official;
(2) With regard to Final CMMC Status—

and
(5) If the Contractor has a CMMC Status of Conditional, successfully close out a valid plan of action and milestones (32 CFR 170.21) to achieve a CMMC Status of Final.
(e) Reporting. The Contractor shall—
(1) Submit to the Contracting Officer—
