About this file
This is a Request for Quotation (RFQ) issued by DLA Weapons Support at Oklahoma City for the procurement of new manufacture cylinder block units. The solicitation number is SPRTA1-26-Q-0399, with a quote due date of 12 August 2026. The Government seeks 10 each cylinder block units (NSN 1650-01-228-9279) with manufacturer part numbers 0SVE9 739504 and 99167 739504. Two line items are included: Item 0001 with Priority E and Item 0001AA with Priority R, both for firm fixed-price delivery. The required delivery date is 19 September 2026 to ship-to code DIS002 (Foreign Military Sales destination), with F.O.B. Origin terms. This is not a small business set-aside, and the NAICS code is 336413 with a small business size standard of 1,250 employees. The procurement is rated for national defense under the Defense Priorities and Allocations System (15 CFR 700) and involves Foreign Military Sales case IS-D-KEX.
The quotation must include pricing for the 10-unit quantity with the option for offerors to propose alternative quantity breakpoints that offer price reductions to the Government. Inspection and acceptance will occur at origin per MIL-STD standards, with receiving reports required via Wide Area Workflow (WAWF). Contractors must comply with extensive regulatory requirements including Buy American Act/Balance of Payments Program restrictions, cybersecurity maturity model certification (CMMC) requirements, hazardous materials restrictions (hexavalent chromium and PFAS prohibitions), export control compliance, and prohibition on foreign-made unmanned aircraft systems. Packaging must comply with MIL-STD-129 and MIL-STD-2073-1, including heat-treated wood packaging material certification. Electronic payment and invoice submission through WAWF is mandatory. The solicitation includes numerous FAR and DFARS clauses addressing representations, certifications, cybersecurity standards, and contractor compliance obligations.

(4) Ensure all subcontractors and suppliers complete prior to subcontract award, and maintain on an annual basis, an affirmation, by the affirming official (see 32 CFR 170.4), of continuous compliance with the requirements associated with the CMMC level required for the subcontract or other contractual instrument for each of the subcontractor information systems that process, store, or transmit FCI or CUI and that are used in performance of the subcontract;
and
(5) If the Contractor has a CMMC Status of Conditional, successfully close out a valid plan of action and milestones (32 CFR 170.21) to achieve a CMMC Status of Final.
(e) Reporting. The Contractor shall—
