About this file
This is a Request for Quotation (RFQ) issued by DLA Weapons Support at Oklahoma City for turbine vane and seal support components.
The solicitation requests quotations for NSN 2840-00-411-8852 turbine vane and seal support items used in aircraft turbine assemblies, with multiple contract line items (CLINs) structured as Bid A (first article required) and Bid B (production quantities). Quotations are due by March 16, 2026, with delivery required within 180 calendar days from contract award. The Government intends to award to a single contractor on an all-or-none basis. Multiple manufacturers are listed (33617, 63005, 66905, 73342) with part number 6870409 across various CLINs. First article testing will be conducted for items 0001AA (1 EA, destructive testing) and 0001AB (3 EA, non-destructive testing), with production quantities of 7, 12, and 5 units across subsequent CLINs. Quality assurance requirements include ISO 9001-2015 compliance, higher-level contract quality requirements, serial number markings for certain items, and IUID (Item Unique Identification) requirements. Inspection and acceptance occur at destination, with F.O.B. Origin shipping from contractor facilities. The acquisition is rated DO:A1 under the Defense Priorities and Allocations System and includes Foreign Military Sales (FMS) requirements with multiple country designations. Evaluation will be conducted using best value methodology with technical acceptability as a prerequisite, with past performance assessed via Supplier Performance Risk System (SPRS) ratings and price evaluated on a basis approximately equal to past performance for technically acceptable offers.

5352.2019101
OMBUDSMAN (JUN 2023)
(IAW DAFFARS 5301.9103)
An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employeeemployer actions, contests of OMB Circular A76 competition performance decisions).
The Competition Advocate (CA) at each contracting activity/office (as defined in DLAD 2.101) shall act as the ombudsman and attempt to resolve contractor complaints. DLA AVIATION – AOCA’s CA/ombudsman can be reached at (385) 5911672, facsimile (405) 7348129. Complaints which cannot be so resolved shall be forwarded to the HQ through J72 for resolution bythe DLA competition advocate. Each activity is responsible for developing procedures for executing the duties and responsibilities of its local ombudsman.
The ombudsman has no authority to render a decision that binds the agency.
Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.
