About this file
This is a Justification and Approval (J&A) document for Other Than Full and Open Competition for a sole-source procurement by the Defense Logistics Agency Weapons Support.
The contracting activity seeks to award a five-year firm-fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract to Intuitive Research and Technology Corporation (IRTC), CAGE 1MQC1, a small business located in Huntsville, Alabama. The requirement supports the United States Space Force System Delta 81 (SYD 81) and other Defense Logistics Agency services. The contract provides labor, materials, and travel necessary to plan, design, develop, integrate, operate, and test Model Based Systems Engineering (MBSE) products for integration into the Test Resource Management Center's Major Range Test Facility Base portfolios. The estimated contract maximum value is redacted but includes potential funding for outyears within-scope requirements. Pricing will be established for year one only, then continuing annually through the contract life, with the government utilizing Operations and Maintenance, Research Development Test and Evaluation, and Other Procurement funding types as appropriate.
The justification cites 10 U.S.C. §3204(a)(1) and FAR 6.302-1 as authority for sole-source procurement, asserting that IRTC is the only responsible source capable of providing the required systems engineering, project management, governance and architecture services including digital twins and model-driven architectures. Market research was conducted in August 2025; a Sources Sought was published February 11-13, 2026 with no responses received, and a synopsis was published February 17 through March 3, 2026 with one vendor inquiry from Earthwise System Solutions, LLC, which was referred to SYD 81 for future consideration. The Contracting Officer determined the anticipated cost will be fair and reasonable using certified cost or pricing data, local technical analysis, and the Weighted Guidelines Method for profit determination.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
I. CONTRACTING ACTIVITY
This Justification and Approval to request authority for Other Than Full and Open Competition supports requirements generated for United States Space Force (USSF) System Delta 81 (SYD
81) and other services and commands supported by Defense Logistics Agency. The contracting authority for this requirement is Defense Logistics Agency – Weapons Support, Huntsville, Alabama, DLA-AH. The USSF SYD 91 and DLA-Weapons Support Huntsville contracting division identified the need for long-term coverage on labor, materials, and travel necessary to plan, design, develop, integrate, operate, and test Model Based Systems Engineering (MBSE) products to enable the integration of mission hardware/software into Test Resource Management Center’s (TRMC) Major Range Test Facility Base (MRTFB) portfolios that are sole-sourced to Intuitive Research and Technology Corporation (IRTC), CAGE 1MQC1. The Purchase Request Order Numbers (PRON) supporting this contracting action are forthcoming and will be initiated at the delivery order level.
II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED
Due to the circumstances described herein, this activity requests authority to acquire part numbers deemed sole sourced to IRTC, using Other Than Full and Open Competition as prescribed by FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” This action will result in the award of a new firm-fixed price, 5-year Indefinite Delivery Indefinite Quantity (IDIQ) type contract, with a maximum value of $ The initial IGCE and planning for the requirement was $ however, through discussions with USSF OTTI SYD 81, there was potential for additional funding to be added; therefore, the J&A is $ to cover potential out-years, within-scope, requirements. This sole-source requirement will be negotiated with the following company:
Intuitive Research and Technology Corporation (IRTC) 5030 Bradford Dr NW Bldg 2 STE 205 Huntsville, AL 35805

1.6. Operations areas within various Areas of Responsibilities (AORs) for various combatant commands where exercises are conducted.
SYD 81 is required to operate as a joint, interoperable, and globally interconnected enterprise with other range and test facilities. The Contractor shall develop enterprise architectures, interface definitions, and connectivity solutions for inclusion in SYD 81’s enterprise architecture products. The Contractor shall integrate SYD 81 capabilities, as applicable, into the Test Resource Management Center’s (TRMC) Major Range Test Facility Base (MRTFB) portfolio and execute integration activities with the Joint Training Synthetic Environment (JTSE). All efforts shall be aligned with and support Range Commanders Council (RCC) standards to ensure compatibility, interoperability, and mission readiness across the joint test and training enterprise.
The Contractor shall develop a series of Government Reference Architectures (GRAs) using model-driven system design principles. These models shall represent both individual National Space Test and Training Complex (NSTTC) ranges and the integrated system-of-systems spanning all ranges, to include other service ranges (as directed by the SYD 81), ensuring a consistent and authoritative architectural view to support planning, integration, and decision-making. Contract efforts will enable seamless access to and integration of enterprise space assets and joint solutions to design and implement a collaborative physical and digital engineering ecosystem. Efforts will include systems engineering, project and technical management, governance and architecture (with digital twins, model-driven architectures, and data interoperability), cybersecurity and compliance, risk and opportunity management, test and evaluation integration, collaboration and workforce enablement, and sustainment and scalability planning. This contract will be established pricing year 1 only, and then continuing to price every year through the life of the contract life. The 5 years of ordering periods available gives the government flexibility for future requirements within this space.
The Government anticipates execution of this contract with IRTC for executing orders against the base contract that will be within the scope of this effort. The estimated contract value is $ The requiring activity will utilize Operations and Maintenance, USSF/AF (OMN), RDT&E, and Other Procurement, USSF/AF (OPN) or other appropriate types of funding, when requirements are established on the contract.
IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN
COMPETITION
10 U.S.C. §3204(a)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE QUALIFICATIONS
OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE
AUTHORITY CITED ABOVE
This will be a sole source procurement based upon the authority of 10 U.S.C. §3204(a)(1), as implemented by Federal Acquisition Regulation 6.302-1. Obtaining an alternate source or sources for the proposed five years of support for these items and capabilities is not feasible or cost effective.
These hardware and software components are critical to real world application on active integrated test ranges throughout the world. Due to that fact, award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition or unacceptable delays in fulfilling the requirement. As a result, this requirement is sole source per 10 U.S.C 3204(a)(1) and FAR 6.302-1.
Requirements that are presented to DLA from the USSF OTTI office will not be assigned an Acquisition Method Code (AMC) and Acquisition Method Suffix Code (AMSC).
The US Government does not own the tools nor the test equipment to manufacture this system or produce the capabilities.
The requiring activity provided a signed technical memorandum stating that IRTC is the only source that is able to provide the required systems engineering, project and technical management, governance and architecture (with digital twins, model-driven architectures, and data interoperability), cybersecurity and compliance, risk and opportunity management, test and evaluation integration, collaboration and workforce enablement, and sustainment and scalability planning. IRTC has already provided initial prototype development for operational designed and MBSE products, and going to another contractor would result in duplication of cost.
VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED
PRACTICABLE
This requirement was synopsized, and a solicitation shall published on System for Award Management (SAM.gov) as required by FAR 5.201. To obtain maximum competition, the synopsis and solicitation will encourage firms that can provide the requirements listed in the Performance Work Statement in support of USSF OTTI SYD 81.
In addition to a synopsis and solicitation being posted, a Sources Sought was published on February 11, 2026 and closed February 13, 2026. No responses were received.
The requirement was synopsized on February 17, 2026 and closed March 3, 2026. One vendor (Earthwise System Solutions, LLC CAGE 14J40) responded to the synopsis inquiring about the solicitation and “supporting future efforts.” DLA provided the Earthwise System Solutions’ information to USSF OTTI SYD 81 for source approval considerations on future procurement actions.
VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND
REASONABLE
The Contracting Officer has determined the anticipated cost to the Government of the supplies and services covered by this J&A will be fair and reasonable. DLA will use appropriate cost and price analysis to evaluate proposed prices. IRTC will be required to provide certified cost or pricing data for items acquired using FAR 15 procedures. The Government's negotiation objective will be developed using local technical analysis, negotiated direct and indirect rates, and profit using the Weighted Guidelines Method. As necessary, a fully compliant audit may be performed and DCMA/DCAA assistance will be requested. Detailed documentation and justification of price reasonableness will be disclosed in the official price negotiation memorandum, as required, to be prepared upon completion of negotiations. Bringing all IRTC’ s requirements together increases DLA's leverage with the contractor. DLA believes this leverage will result in significant savings over existing disparate support strategies.
The five-year term of the contract will incentivize continued investments in systems engineering, project and technical management, governance and architecture (with digital twins, model-driven architectures, and data interoperability), cybersecurity and compliance, risk and opportunity management, test and evaluation integration, collaboration and workforce enablement, and sustainment and scalability planning by IRTC. Inherent in the five-year contract structure is an incentive to continue to improve reliability and drive down cost, which not only better serves Department of War and other Federal Government customers but results in better stewardship of taxpayer dollars.
These contracts will be negotiated assuming decreased costs associated with improved reliability and availability through the potential five-year performance period of the contract.
Based on the foregoing, the Contracting Officer shall determine that the anticipated cost to the Government, be fair and reasonable prior to contract award.
VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE
RESULTS, OR STATEMENT OF THE REASONS MARKET RESEARCH
WAS NOT CONDUCTED
Market research, as defined in FAR 10.001 was conducted. The USSF OTTI SYD 81 conducted a market survey in August 2025 to determine other potential candidates for a Non- Developmental Item (NDI) to satisfy SYD 81 requirements. From that Market Survey, the USSF OTTI SYD 81 determined that going to any other source outside of IRTC would be a duplication of cost, as IRTC has already provided initial prototype development for operational designs and MBSE products. A review of the Technical Certification and no responses to the sources sought, confirmed that the requirement to be solicited are all considered as sole source to IRTC.
Sources Sought was published on February 11, 2026 and closed February 13, 2026. No responses were received.
IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN
FULL AND OPEN COMPETITION
As stated in the previous sections, a Sources Sought was published on February 11, 2026 and closed February 13, 2026. No responses were received. The Technical Certification was provided for Sole Source procurement to IRTC.
X. LIST OF SOURCES, IF ANY, THAT EXPRESSED INTEREST IN THE ACQUISITION
No responses received during the sources sought.
XI. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO
REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE
MAKING SUBSEQUENT ACQUISITIONS FOR THE SUPPLIES
Due to the complex nature of this work, there is no opportunity at this time to remove barriers to competition at the prime contractor level. The Contracting Officer will continue to synopsize requirements that may be added to the contract to investigate the possibility of competition. However, requirements that have previously been synopsized will not be synopsized again throughout the length of the contract. The Competition Advocate will review the requirements to verify that all requirements can be completed by IRTC. As stated above, IRTC, a small business, is the OEM and only known source with the capability to meet requirement for the labor, materials, and travel necessary to plan, design, develop, integrate, operate, and test MBSE productions.
Future requirements, other than those in the original population, will nevertheless be advertised in the SAM.gov to ensure that potential alternate sources are aware of the requirement and can identify interest in support for these items. The contract will include provisions stating that the Government reserves the right to remove any items (requirements) that become competitive after award.
Firms are encouraged to seek Source Approval Process through the documentation and associated website to potentially become an approved source. No new sources have been approved at this time; however, this is a continuous method of identifying potential new sources of supply.
XII. CONTRACTING OFFICER’S CERTIFICATION
The contracting officer’s signature on the Coordination and Approval Document evidence that he/she has determined this document to be both accurate and complete to the best of his/her knowledge and belief.
XIII. TECHNICAL/REQUIREMENTS PERSONNEL’S CERTIFICATION
As evidenced by their signatures on the Coordination and Approval Document, the technical and/or requirements personnel have certified that any supporting data contained herein, which is their responsibility, is both accurate and complete.
