The Defense Logistics Agency (DLA) Weapons Support in Richmond, Virginia is justifying a sole-source contract award to Radiance Technologies Inc. (CAGE: 1H1J5, Small Business) located at 350 Wynn Drive NW, Huntsville, AL 35805-1961 for operations support of the Ronald Reagan Ballistic Missile Defense Test Site (RTS). The contract will be awarded as a cost-reimbursable, single-purchase contract with an estimated period of performance of five years under the Employee Stock Ownership Plan (ESOP) Pilot Program, authorized by DFARS 206.302-5(b), Section 874 of the National Defense Authorization Act (NDAA) for Fiscal Year 2022, and Section 872 of the NDAA for Fiscal Year 2024. The contracting activity is DLA – Weapons Support, Huntsville, Alabama. The maximum contract value is redacted in the document.
The contract will provide engineering discipline, systems engineering, scientific and technical services to support the U.S. Army Space and Missile Defense Command (USASMDC) Ronald Reagan Ballistic Missile Defense Test Site in its core functions including Test and Evaluation, Launch Operations, and Space Operations. Services required include program planning, technical execution of Range Improvement and Modernization (I&M) projects, cyber/networks support, 24/7 data intelligence and application support, independent verification and validation, operations, business management, logistics, and security activities. Planned I&M projects include replacement of the ALTAIR tracking radar Ultra High Frequency Transmitter High Voltage Power Supply system, development of a multi-band multi-static radar system, acquisition of specialized test planning and execution equipment, communications components, telemetry systems, and optical systems. The government conducted market research through a Sources Sought notice posted January 20, 2026, and a synopsis posted January 27, 2026, through February 10, 2026. Two vendors (McDonald Technical Solutions and Polaris Sensor Technologies) expressed interest but neither are ESOP companies and neither have capacity to execute the full scope. The USASMDC Program Office will utilize Fiscal Year 2025 and 2026 Research, Development, Test, and Evaluation (RDTE) funding. Radiance will be required to provide certified cost or pricing data, and the Contracting Officer has determined the anticipated cost will be fair and reasonable based on cost and price analysis and technical evaluation.

CUI- Source Selection Information – See FAR 2.101 & 3.104 strengthen core competencies for the Range and its partners. This acquisition will also require material (hardware and software) procurements and/or experimentation and technology demonstration in support of range modernization, including prototype design and development for quick reaction test instrumentation requirements and assessment of potential technical investments to meet dynamic customer needs. Additional support requirements include cyber/networks, 24/7 data intelligence and application support, independent verification and validation (IV&V), operations, business management, logistics, security activities, and ancillary services.
Planned I&M projects include replacement or upgrade of range Radars, Optics, Telemetry, Communications systems and procurement of equipment related to project execution. Projects include:
Replacement of the ALTAIR tracking radar Ultra High Frequency Transmitter High Voltage Power Supply system to improve personnel safety and system reliability
Development of a multi-band multi-static radar system to improve range radar reliability and performance while offering more affordable Operations and Maintenance
Acquisition of specialized equipment for test planning and execution Acquisition of specialized communications components and subsystems Purchase of specialized test equipment including range telemetry and optical systems
Based upon NDAA 25 and 26, the Department of War (DoW) and Congressional priorities have shifted to include numerous policy changes that focus on the Kwajalein Atoll and RTS.
This has placed a large focus on Kwajalein infrastructure and range instrumentation.
RTS missions are critical to national security and include Space Domain Awareness tasking, as well as test missions to validate capabilities for Nuclear Deterrence, Missile Defense Systems, Hypersonic and Counter-Hypersonic weapons, and Space Systems. Notable programs planning missions at RTS include: Air Force Minuteman III ICBM, Air Force LGM-35 Sentinel ICBM, Air Force Army Patriot, Army Terminal High Altitude Area Defense, Navy Conventional Prompt Strike, Space Force classified Space systems testing, and soon, Golden Dome.
Additionally, in accordance with DoD 4400.1-M, “Department of Defense Priorities and Allocations Manual,” this program was approved by the Secretary of War to have a DX priority rating.
IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN
COMPETITION
Authorized IAW DFARS 206.302-5(b), Employee Stock Ownership Plan (ESOP) pilot program, NDAA Provision 874, and amended NDAA Provision 872. The Office of the Under Secretary of War approval memo, signed by Acting Director, Contract Policy, Defense Pricing, Contracting, and Acquisition Policy, Col. Steven R. Green, Jr. on December 23, 2025, is attached.
V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE QUALIFICATIONS
OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE
AUTHORITY CITED ABOVE
Based on the approval from the Office of the Under Secretary of War memo, signed by Acting Director, Contract Policy, Defense Pricing, Contracting, and Acquisition Policy, Col. Steven R. Green, Jr., this will be a sole source procurement based upon the authority of the Employee Stock Ownership Plan (ESOP) pilot program as implemented by Section 874 of the National Defense Authorization Act (NDAA) for Fiscal Year 2022 as amended by Section 872 of the NDAA for Fiscal Year 2024. On December 23, 2025, this acquisition was approved for the ESOP Pilot Program, via memo that was signed by the Office of the Under Secretary of War, memo signed by Acting Director, Contract Policy, Defense Pricing, Contracting, and Acquisition Policy, Col. Steven R. Green, Jr. This memo can be seen as an attachment to this J&A. A synopsis for this requirement was posted from January 27, 2026, and closed February 10, 2026. Two vendors stated their interest in the requirement. Their statement of interest regarding future requirements was forwarded to the customer. The two vendors are the following:

This procurement is a sole source follow-on for the current SPRRA224C0020 contract with Radiance. The previous contract, SPRRA224C0020, was awarded as a bridge from a prior effort to extend the critical RTS Range Improvement and Modernization (I&M) efforts begun under the prior contract. The scope included provisions for program planning, and technical execution of Range Improvement and Modernization projects to upgrade existing Range Infrastructure and Instrumentation. Under the current effort, Radiance has identified capabilities gaps, developed project plans, and initiated execution of improvement projects for
RTS.
This sole source solicitation is necessary to meet current Reagan Test Range (RTR) requirements for instrumentation Improvement and Modernization (I&M) requirements. Under FAR 6.302-1 (2) (ii) (A) and (B), if competed, the critical ongoing projects would be delayed, leading to a substantial duplication of cost to the Government. The selected vendor, Radiance, has developed capability and technical understanding of range operations and requirements that would require 18 months to 2 years for a new vendor to replace, costing up to $ to replace and shifting projects schedules by at least 18 months. These capabilities include: 1) investment in local facilities expansion that offer laboratory and integration spaces that meet ICD 705 requirements for classified facilities and enable classified processing; 2) investment in tools and fixtures that enable highly skilled technical personnel to design, develop and test candidate technologies for range improvements, 3) business processes that enable identification of vendors of unique, niche technologies required to execute RTR I&M projects, and 4) acquisition of companies to provide comprehensive radar technical expertise for hardware and software prototyping.
Radiance is currently executing multiple projects that are non-severable in nature, which are mission essential. These projects include upgrades to current sensor subsystems that will restore the systems to Full Mission Capability for critical major defense acquisition programs including the Air Force LGM-35A, Army Dark Eagle, Navy Conventional Prompt Strike, and including critical Space Operational requirements.
While alternative vendors may be able to execute requirements, any new vendor would need to recruit necessary talent, get up to speed on RTR processes and technical specifications of systems. These vendors would also likely have gaps in capability that would take 18 months to
2 years to fill. Radiance has developed tailored capability to meet RTR needs, much at their own expense, over a 6-year period. As an employee-owned small business, they also offer benefits and unique motivation for recruitment and retention of key talent. Additionally, there is a high risk of losing personnel who have developed valuable expertise, a common outcome in competitive environments. When these capabilities are combined, they provide a unique ability that would be difficult and costly to replace within the timelines required for meeting RTR requirements, introducing significant execution risk and increasing costs that would not be recovered through competition.
The USASMDC Program Office will utilize Fiscal Year 2025 and 2026 Research, Development, Test, and Evaluation (RDTE) funding for this requirement. Due to USASMDC being a Major Range and Test Facility Base (MRTFB), they are authorized to use RDTE for labor, material, and travel. Funds certification will be provided prior to contract award.
As a result, this requirement is sole source per the ESOP Pilot Program and DFARS 206.302- 5(b).
VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED
PRACTICABLE
This requirement was synopsized, and a solicitation shall be published on System for Award Management (SAM.gov) as required by FAR 5.201. To obtain maximum competition, the synopsis and solicitation encouraged firms that can meet the scope specific in the performance work statement to seek source approval to compete for future solicitations by going through the source approval process of the requiring activity. We anticipate that the requiring activity will utilize a Qualification Requirements process, as outlined in FAR 9.204, to approve sources.
In addition to a synopsis and solicitation being posted, a Sources Sought was published on January 20, 2026. No responses were received.
In accordance with FAR 5.201(b)(1), this proposed contract action (synopsis) was publicized on the Governmentwide Point of Entry (GPE) from January 27, 2026, through February 10, 2026.
Two vendors responded to the synopsis. Neither of these vendors are ESOP companies.
Additionally, the two vendors that inquired do not have the capacity to execute the contract scope in its entirety. The purpose of both inquiries was to make their specific areas of range sensor expertise known to the forthcoming prime contractor. Once the follow-on contract is awarded, RTR will identify these vendors as potential subs to support the prime on future Improvement and Modernization projects. RTS was notified of both interested vendors, and their statements of interest were filed for future opportunities.
VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND
REASONABLE
The Contracting Officer has determined the anticipated cost to the Government of the supplies and services covered by this J&A will be fair and reasonable. DLA will use appropriate cost and price analysis, along with incorporating the Technical Evaluation, to evaluate proposed prices and estimated costs. Radiance will be required to provide certified cost or pricing data for items acquired using FAR 15.403-4. The scope for this effort is not commercial. As necessary, an audit may be performed with DCMA/DCAA assistance. Detailed documentation and justification of a fair and reasonable price will be disclosed in the official price negotiation memorandum, as required, to be prepared upon completion of negotiations.
VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE
RESULTS, OR STATEMENT OF THE REASONS MARKET RESEARCH
WAS NOT CONDUCTED
As previously stated, market research, as defined in FAR 10.001 was conducted for RTS Range Modernization effort, which included a Sources Sought notice and a synopsis of the requirement. This market research, in addition to the information relayed in Section V, confirms that this acquisition is sole source to Radiance Technologies. In addition, the approved memorandum from the Office of the Under Secretary of War for the ESOP Pilot Program is attached.
IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN
FULL AND OPEN COMPETITION
As stated in the previous sections, a Sources Sought was posted on January 20, 2026, and a synopsis posted from January 27, 2026, and closed February 10, 2026.

As stated above in Section V, Radiance, a small business, is the only known source with the current capability to successfully complete the range modernization. Additionally, the Office of the Under Secretary of War, memo signed by Acting Director, Contract Policy, Defense Pricing, Contracting, and Acquisition Policy, Col. Steven R. Green, Jr. has approved this effort to be awarded directly to Radiance via the ESOP Pilot Program, utilizing DFARS 206.302-5(b).

The contracting officer’s signature on the Coordination and Approval Document evidence that he/she has determined this document to be both accurate and complete to the best of his/her knowledge and belief.
