About this file
This is a Justification and Approval (J&A) Amendment 002 for other than full and open competition for a sole source contract award.
The document pertains to contract PR SPRRA225C0010 for Bradley Fighting Vehicle (BFV) System Retrofits. The amendment is driven by two primary factors: changes to hardware integration specifications and additional installation tasks not included in the original contract award. The increased hardware procurement results from finalized technical drawings requiring additional or higher-specification components beyond the original bill of materials estimate. Four delta integration kits currently under Work Directives with BAE Systems must be procured through the retrofit contract to meet PdM Bradley's fielding commitments: MCU Relocation Kit (13119268), HMS MP Delta Kit (13119328), MAPs DeltaKit (13119275), and CID 3 Kit (57K8046). New installation services include Harness Modernization Solution (HMS) installations for the 3rd Infantry Division at Fort Stewart, Georgia, to meet urgent fielding requirements, and Vehicle to Vehicle ID (VVID) installations for BFV A3 Variants to support critical Modification Work Orders for the Improved Bradley Acquisition Subsystem (IBAS) 2.8, Multiple Launch Rocket System (MLRS) training configurations, and Bradley Fire Support Team (BFIST) vehicle modernizations. The amendment relies on 10 U.S.C. 3204(a)(1) and FAR 6.103-1, maintaining sole source justification based on reasons cited in the original J&A. The document was approved on April 28, 2026, by Catherine L. Contreras, Head of Contracting Authority.

AMENDMENT 002
PR SPRRA225C0010 NSN N/A
PN N/A DESCRIPTION BRADLEY FIGHTING VEHICLE
(BFV) SYSTEM RETROFITS
Revised Dollar Value of Anticipated Award(s) $
Statutory Authority: 10 U.S.C. 3204(a)(1). Regulatory Authority: FAR 6. - , Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This amendment relies upon the statutory and regulatory authority recited in the original J&A and the purchase is sole source for the reasons recited therein.
The reason for this amendment is driven by two primary factors: changes to hardware integration specifications and additional installation tasks.
(1) Increased Hardware Procurement: Recent updates and finalizations to the technical drawings for several retrofit technologies have resulted in changes to the required bill of materials. These design modifications, while necessary to ensure optimal system performance and integration, require the procurement of additional or higher-specification components not accounted for in the original hardware estimate. This directly impacts the cost of the hardware procurement CLIN.
(2) Delta integration kits that were not included in the original contract award. PdM Bradley. The following kits are currently under Work Directives with BAE and will need to be procured through the Retrofit contract in order to meet PdM Bradley's fielding commitments:
a. MCU Relocation Kit - 13119268
b. HMS MP Delta Kit – 13119328
c. MAPs DeltaKit-13119275
d. CID 3 Kit - 57K8046
(3) Installation Services
a. PdM Bradley requires BAE Systems to perform several new installation tasks that were not included in the original statement of work. These tasks are critical for meeting operational needs and fielding schedules.
b. This includes:
i. Harness Modernization Solution (HMS) Installations for the 3rd Infantry Division (3ID), Fort Stewart, GA. This action is to meet an urgent fielding requirement for the 3rd Infantry Division, installation of HMS kits must be accomplished at their home station to ensure operational readiness and avoid fleet downtime.
(4) Vehicle to Vehicle ID (VVID) Installations for BFV A3 Variants. This installation is required to support critical Modification Work Orders (MWOs) for the Improved Bradley Acquisition Subsystem (!BAS) 2.8, Multiple Launch Rocket System (MLRS) training configurations, and Bradley Fire Support Team (BFIST) vehicle modernizations. These MWOs are essential for enhancing lethality and interoperability.
