About this file

This is a Justification and Approval (J&A) Amendment 001 for other than full and open competition on a sole source federal contract.

The contract is for Geospatial Intelligence (GEOINT) Unified Naval Streaming System (GUNSS) CSI and Analytic Collaboration Environment – Multi-INT (ACE-M), issued under PR SPRRA224D0014. The amendment documents a significant increase in the dollar value of anticipated award(s) driven by increased demand from U.S. Strategic Command (STRATCOM), National Security Administration (NSA), and other national agencies in direct support of fourth fleet naval operations related to Operation Epic Fury. The justification cites 10 U.S.C. 3204(a)(1) statutory authority and FAR 6.103-1 regulatory authority for the sole source procurement, maintaining the rationale from the original J&A. The NSA specifically requested multi-INT technical data capabilities to track and maintain near real-time custody of foreign unmanned aerial systems (UAS) to provide indications and warning of Iranian UAS activities and ensure force protection for U.S. and allied warfighters.

GUNSS and ACE-M, collectively referred to as "GUNSS powered by ACE-M," provide battlespace awareness and weapon kill-chain support utilizing Machine Learning and Artificial Intelligence for target recognition and information advantage. The systems support the complete kill-chain from Find and Track through Fix and Assess phases, enabling targeting and weapons concept development across multiple joint warfare domains including Navy, Marines, Army, Air Force, Coast Guard, SOCOM, and STRATCOM. The document was signed by Contracting Officer Mallory R. Medley, Competition Advocate Nikki Hendrix, and approved by Head of Contracting Authority Catherine L. Contreras on April 28, 2026.

AMENDMENT 001

PR SPRRA224D0014 NSN N/A

PN N/A DESCRIPTION GEOSPATIAL INTELLIGENCE

(GEOINT) UNIFIED NAVAL STREAMING SYSTEM (GUNSS) CSI AND ANALYTIC

COLLABORATION ENVIRONMENT – MULTI-INT (ACE-M)

Revised Dollar Value of Anticipated Award(s) $

Statutory Authority: 10 U.S.C. 3204(a)(1). Regulatory Authority: FAR 6. -1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This amendment relies upon the statutory and regulatory authority recited in the original J&A and the purchase is sole source for the reasons recited therein.

The reason for this amendment is driven by significant increase and need of the GUNSS and ACE-M by U.S.

Strategic Command (STRATCOM), National Security Administration (NSA) and other National Agencies, in direct support of fourth fleet naval operations that have increased due to Operation Epic Fury.

NSA: “..in support of Operation EPIC FURY, DEFSMAC is requesting from US STRATCOM any multi-INT technical data that can track and maintain near real-time custody of foreign unmanned areal systems (UAS). In particular, we are seeking to deliver indications and warning of Iranian UAS activities to ensure force protection for US and allied warfighters.” See contract file for document.

PEO U&W GUNSS (CSI) and USSTRATCOM ACE-M team provides a rapid response for Battlespace Awareness (BA), weapons concept development and targeting using evolutionary technologies. GUNSS (CSI) and ACE-M creates innovative Battle Management Aids (BMA) and disruptive applications utilizing advanced software to provide BA and to locate and identify hostile targets using Machine Learning (ML) and Artificial Intelligence (AI) that improve target recognition and create an Information Advantage. Information gathered by GUNSS (CSI) and ACE-M is utilized for operational analysis that enables targeting with Joint weapons programs including but not limited to the Navy, Marines, Army, Air Force, Coast Guard, SOCOM, STRATCOM, etc. GUNSS (CSI) and ACE-M allow rapid response to changing threats for greater lethality, global strike missions, BA and enhanced support of the Joint Warfighter.

GUNSS (CSI) and ACE-M combined and referred to as “GUNSS powered by ACE-M” provides BA and weapon kill-chain support, especially the “Find” and “Track” steps and is also used for identifying a target. It provides surveillance and reconnaissance of the target as part of this first step of the kill-chain to provide greater intelligence and increased situational awareness. Also, using GUNSS (CSI) Map of the World and ACE-M, GUNSS (CSI) provides target location coordinates, shared across domains, and monitors targets to assist in the Fix and Track phases for the kill chain. Lastly, GUNSS (CSI) and ACE-M coverage provides a means to evaluate the weapon effects of an attack for the Assess portion of the kill-chain. This support assists direct-attack and long-range strikes.
