Based upon the technical certification on file, technical data is not available and cannot be developed to permit full and open competition. The data presently available reflects the minimum needs of the Government.

The overall cost of this acquisition will be fair and reasonable to the government in accordance with FAR 15.403-4. The contractor will be required to provide data to be used in supporting the government's evaluation of the proposed cost.

The proposed skill mix of labor hours, types and quantities of material, other direct costs and direct and indirect rates will be negotiated by the Government (CONTINUED N BLOCK 9, OTHER)

Market Research as defined in FAR 10.001 was conducted based on knowledge of individuals within the requirements community. This item was not published in Competition Advocate Shopping List (CASL) because it is an unprogrammed requirement.
