About this file

This document is a user guide for accessing and using the Joint Certification Program (JCP) External Portal, a Defense Logistics Agency (DLA) system operated by New River Systems, Inc.

The guide provides comprehensive instructions for portal registration, account management, and organizational participation. Users can register through two methods: username/password accounts (requiring 12-character passwords with uppercase, lowercase, numbers, and special characters) or Common Access Card (CAC) authentication using a 10-digit EDIPI. All username/password account users must enable two-factor authentication (2FA) using Google Authenticator or TOTP-compliant applications, which generates six-digit codes that refresh every 30 seconds. The portal URL is https://www.public.dacs.dla.mil/jcp/ext/. After registration, users access profile management to update personal information and reset passwords. New users initially lack organizational affiliation and must either request to join an existing organization (searchable by CAGE Code, UEI, Legal Name, Zip/Postal Code, State/Province, or Contact Phone) or create a new organization. Join requests require approval from existing organization members or JCP Administrators for first-time applicants. Users receive email notifications regarding approval or denial of requests. The document specifies that each user may hold only one JCP Portal account and one organizational membership. Support is available through the DISA Global Service Desk via email (disa.global.servicedesk.mbx.dla-ticket-request@mail.mil) or toll-free phone (844-DISA-HLP or 844-347-2457), with reference code J62KAA for portal-related issues. Version 1.1 was updated November 15, 2024, to include additional two-factor authentication guidance.

6.0 Joining an Organization

If you have just registered with the JCP Portal, you won’t be initially attached to any organization. Upon first login after registration, you will see the Dashboard page display like the screenshot below. The Organization Details on the left, top side state No Linked Organization.

Figure 12 - JCP Portal Dashboard Page

In the Actions drop-down are two options:

1) Request to Join an Organization

2) Create New Organization

6.1 Request to Join an Organization

To request to join an existing organization, click the Actions drop-down and choose Request to Join an Organization. The Request to Join an Organization pop-up appears. Search for an existing organization that you would like to join by filling in search criteria into one of the fields and clicking the Search button. You can search by CAGE Code, UEI, Legal Name, Zip/Postal Code, State/Province, or Contact Phone.

A list of search results should appear with a radio button next to each organization. IMPORTANT: If you do not find your organization (try just keying in the CAGE Code and clicking Search first) – you will need to choose Create a New Organization.

Click the radio button for the organization you want to join and click the Select button.

NOTE: If you do NOT select an organization and click the Select button, an error message will display at the bottom right of the page and the pop-up will remain.

Figure 13 - Request to Join an Organization Pop-Up

You will be taken back to the Dashboard page and will see that in the upper left side of the page Requested Organization appears with Legal Business Name and CAGE Code, and a message will appear at the bottom right of the page stating: Request to join [Legal Name] has been sent. You will not be able to start any applications until an existing member of the Organization you have requested to join approves your request.

Figure 14 - Dashboard after new user completes Organization join request

NOTE: If you are the first user to request to join an organization, a JCP Administrator will approve or deny your request.

You will receive an email stating whether you were approved or denied, so be sure to have a valid email address in your user profile.

IMPORTANT: If you have joined the wrong Organization, you must re-register for a new account. See Section 3.0 for how to Register. Remember, when re-registering for a new account, a different username and email address must be used.

6.2 Create New Organization

To create a new organization, from the Actions drop-down in the Dashboard page, click Create New Organization.

The Create New Organization page will appear. Fill in all the necessary information into the form and click the Submit button. The Dashboard page appears again with a success message at the bottom right of the page stating Organization [CAGE Code] has been created successfully.

NOTE: The Organization information in the JCP Portal cannot be updated. We receive daily and monthly updates from SAM.gov and CAGE.dla.mil. Wait a few days for the updates to appear for your organization in the JCP Portal.

Figure 15 - Create New Organization Form

Notice in the Dashboard page the new Organization Details on top left with your organization’s information. Since you created the new organization, you can now create a new JCP Certification Request. You will also be able to approve or deny new user join requests for your organization in the portal.

Note: It is best to try to search for an organization first before attempting to create a new organization. You can do this by requesting to join an existing organization, which allows you to search. If you attempt to create an organization that already exists, you will see an error message and the transaction will not complete. If that happens, you’ll have to ask to join the existing organization (see Section 7.1)

7.0 Appendices

7.1 Appendix A: Two-Factor Authentication Setup

All JCP Portal users, who have a Username and Password, will need to enable Two Factor Authentication (TFA) on their JCP Portal accounts. Two Factor Authentication (TFA) is a tool to help prevent unauthorized users from accessing your JCP Portal account.

How it works

In a two-factor authentication system the first form of user identification is your current login credentials - your username and password. The second form of identification is created by a special algorithm in the JCP Portal system and sent to a device you have authorized to receive that code. JCP Portal is using a smartphone application, Google Authenticator, as the primary tool for receiving codes. Because any user attempting to login must possess both your Username and Password AND your smartphone, it is much more difficult for a user account to become compromised.

The Google Authenticator app generates a six-digit code for you to enter when you log in. The code changes about every 30 seconds. Make sure it is blue in the Authenticator app when you type it into the JCP Portal – if it’s red, it may not work. Once you have set up the connection with the JCP Portal site, every time that you log out of your JCP Portal account you will need to use Google Authenticator to regain access when you login again.

IMPORTANT: No codes will be sent to you via any means – no texts or emails will be sent. You will have to go to the Authenticator in your Authenticator app to see the 6-digit code and type that code into the Authentication Code field in the JCP Portal when prompted.

Steps to set up Google Authenticator

1) JCP Portal: https://www.public.dacs.dla.mil/jcp/ext/

2) The JCP Portal Warning page will appear. Click the Continue button.

3) Click “Login” button:

4) If you are presented with a request for a certificate, click Cancel.

5) Key in your username and password and then click the Sign In button on the Opentext page with the

Username and Password fields:

6) On your smartphone (android or iPhone), open your Google Authenticator app.

7) Make sure that your smartphone allows Google Authenticator to use your phone’s camera.

8) Click the symbol.

9) Click Scan a QR Code

10) The Opentext page will appear with a Secret Key QR Code.

11) Point your smartphone at your computer monitor where the QR Code is, and Google Authenticator will automatically use this QR Code to create an Authenticator in the app.

Google Authenticator app’s Authenticator set up for the james.dean JCP Portal account

Your Google Authenticator app will show a 6-digit code in your authenticator that it just set up. You must type the 6-digit code into the Authentication Code field in the JCP Portal, under the QR Code, then click the Verify button.

NOTE: If you are having issues with the 6-digit code not working, you may need to make an adjustment on your smartphone.

If you are using iPhone for your Google Authenticator App, try the following:

In your device, reset your device’s time setting by going to Settings > General > Date & Time, and enable Set Automatically.

If this setting was already enabled, please disable it, wait a few seconds, and then re-enable the setting.

You should be able to use the verification codes to sign in.

If you are using an Android phone for your Google Authenticator App, try the following:

In your device, go to the main menu on the Authenticator app, go to Settings > Time Correction for codes, and select Sync now.

You should be able to use the verification codes to sign in.

If the above does not fix the problem, submit a ticket to have your secret key reset so you can set up a new Authenticator in your app.

To submit a ticket to have your secret key reset:

1) Email: disa.global.servicedesk.mbx.dla-ticket-request@mail.mil

Or

2) Phone: Toll Free: 844-DISA-HLP ( 844-347-2457) or DSN: 850-0032

- Press 5 (on your phone number pad), then speak or enter D-L-A (on your phone number pad)

IMPORTANT: Reference J62KAA - DACS-JCP (JCP Portal) and state that you need your secret key reset for your JCP Portal account.
