About this file

This document is an Amendment of Solicitation/Modification of Contract for a Fire Aircraft Extinguisher procurement by the Defense Logistics Agency (DLA). The amendment changes the solicitation closing date from 15 May 2025 to 1 June 2025 and implements two key Department of Defense Class Deviations: one restoring merit-based opportunity in federal contracts, and another revoking previous executive orders related to sustainability. The amendment updates specific contract clauses, including 52.212-5 and 52.212-3, and changes the designated Contracting Officer from Wendellar Johnson to Phyllis Carroll. The solicitation remains a Firm Fixed Price contract for supply of commercial products, with the procurement focusing on the acquisition of fire extinguishers for aircraft use.

The amendment includes comprehensive representations and certifications from the offeror, covering requirements such as small business status, veteran-owned business classifications, Buy American provisions, trade agreements, and various federal compliance statements. Notable requirements include compliance with regulations regarding child labor, covered telecommunications equipment, and restrictions on contracting with certain entities. The document provides detailed guidance for potential offerors on how to complete representations about their business, ownership, tax status, and other federal contracting qualifications.
