Source Selection Information IAW FAR 2.101 & FAR 3.104 Page 4
Total Extended Price
The minimum contract quantity is 250 each. The Government is obligated to procure the Year 1 quantity of 250 each under the proposed IDIQ contract. The maximum quantity represents the Government’s anticipated requirements for a Five-Year IDIQ.
Production Lead Time without First Article Testing is 250 each, 270 Days after Contract Award (DACA), at a rate of 50 each per month.
The Aviation and Missile Research, Development Engineering Center (AMRDEC) Breakout Engineers have assigned the Acquisition Method Reason Code (AMRC) “1B” thereby restricting the manufacture of the item from only the approved sources. This acquisition is suitable for competitive acquisition for the second or subsequent time. This part shall be acquired from a manufacturing source(s) specified on a source control or selected item drawing as defined by the current version of DoD-STD-100. An alternate source must meet prequalification requirements in order to be eligible for award. Firms that recognize and can produce the required item described above are encouraged to identify themselves.
IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION
10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; for DOD supplies, this authority is extended to include, “Only one or a limited number of responsible sources.”
V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE
OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE
The Aviation and Missile Research, Development Engineering Center (AMRDEC) Breakout Engineers have assigned the Acquisition Method Reason Code (AMRC) “1B” thereby restricting the manufacture of the item from only the approved sources. The Acquisition Method Code (AMC) “1”, which states, “suitable for competitive acquisition for the second or subsequent time.” The Acquisition Method Suffix Code “B” states that “This part must be acquired from a manufacturing source(s) specified on a source control or selected item drawing as defined by the current version of DoD-STD-100”. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity’s procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. Therefore, Sikorsky and Hamilton Sundstrand are the only known firms approved to provide the supplies described above without the warfighter experiencing unacceptable delays in fulfilling its requirements.
VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS
MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE
A Sources Sought Synopsis (SSS) in support of Market Research was conducted from 14 February 2017 through 21 February 2017 by the Defense Logistics Agency to identify potential manufacturing/supply sources, and if future efforts can be competitive or Set Aside for Small Business. Classification Systems (NAICS) Code was 335931, which has a corresponding Size Standard of 500 employees.
The SSS was to notified companies that the Defense Logistics Agency, Redstone Arsenal, Alabama, was seeking qualified sources for the acquisition referenced in paragraph three. No responses were received from the Sources Sought Synopsis.
A Pre-Solicitation Synopsis was then posted on Federal Business Opportunities (FedBizOpps) as required by FAR 5.201 on 22 February 2017; the synopsis expired on 10 March 2017. The extent of competition anticipated is the source identified in paragraph two. In an effort to obtain maximum competition, the synopsis encouraged firms/suppliers that recognize and can provide the item described in paragraph three to identify themselves. The synopsis encourages firms/suppliers to seek source approval in order to compete for future solicitations by accessing the AMCOM Competition Management Office website and looking under Standardized Aviation and Missile Source Approval Request (SAMSAR). Although the Government does not own data to support acquisition of this CONTROL INDICATOR from any other source, any source who responds to the Government, because of the synopsis, will be identified to the prime contractor as a potential for subcontracting possibilities.
VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST TO
THE GOVERNMENT WILL BE FAIR AND REASONABLE
The overall cost of this acquisition will be fair and reasonable to the Government. In accordance with FAR 15.403-1(c)(3), it is anticipated that both vendors will submit competitive proposals, therefore, establishing adequate price competition. Additional price analysis may be conducted using available information and approved pricing techniques that will support the Contracting Officer in making a determination that the price paid to the vendor is fair and reasonable to the Government.
VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS, OR
STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT CONDUCTED
Market Research as defined in FAR 10.001 was conducted on knowledge of individuals within the requirements community. This is a Spares part procured to an approved part number and is a military unique requirement not available in the commercial market place. A Sources Sought Notice was posted on 14 February 2017 and no responses were received. In the event, potential candidates had identified themselves, the Source Approval Request (SARS) would be reviewed and a determined if the vendor’s technical capabilities meet the requirements to manufacture the item. Per CDAC, it has been determined that the Government's need can be met by commercial items, commercial items with customary or minor modifications, or non-developmental items, therefore, FAR Part 12 will be used.
IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN
COMPETITION
The Technical Justification and Certifications (J&Cs) state the technical data for this part has undergone full screening per the DFARS PGI 217.7506, Spare Parts Breakout Program. The assigned AMC/AMSC is 1B. This part must be acquired from a manufacturing source(s) specified on a source control or selected item drawing as defined by the current version of DoD-STD-100. This OEM is not willing to sell data rights to the Government, which means the technical data package, specification, and engineering description suitable for Full and Open Competition cannot be developed without reverse engineering. The Government has determined that reverse engineering is cost prohibitive. Sikorsky and Hamilton Sundstrand are the only known firms approved to
