Based upon the technical certification on file, technical data is not available and cannot be developed to permit full and open competition. The data presently available reflects the minimum needs of the Government.

The overall cost of this acquisition will be fair and reasonable to the government. IAW FAR 15.403 -4, the contractor will be required to provide certified cost and pricing data to be used in supporting the Government's evaluation of the proposed cost. The proposed skill mix of labor, labor hours, types and quantities of material, other direct and indirect rates will be negotiated by the Government based on recommendations from DCAA and expert technical personnel supporting the program. the contract price will be negotiated IAW the procedures in FAR 15 ensuring ultimate cost to the government is Fair and reasonable. Market research as defined in FAR 10.001 was conducted based on knowledge of individuals within the requirements community. This item was published in the 30 JUNE 2016 CASL. Contracting Officer are required to issue a Request for Information (RFI) or Sources Sought with the J&A when acquiring supplies from only one or a limited number of responsible source.

Currently, there are no outstanding qualification requests on this item; however, this is a continuous method of identifying potential new sources of supply. Any potential candidates who identify themselves within the appropriate time-frame will be referred to the previously mentioned website.
