Justification for Other Than Full & Open Competition
This is a Justification for Other Than Full & Open Competition (J&A) document for a Department of Navy procurement conducted by DLA Aviation in Philadelphia.
The Navy seeks to acquire eight (8) helicopter hub rotor spare parts (NSN 1615-015238235, P/N 449-010-120-101) through a non-competitive contract award to BELL (97499). The contract is classified as a Critical Safety Item (CSI), which limits qualified sources. The expected final delivery date is August 14, 2026. The acquisition authority is 10 USC 3204(A)(1), implemented under FAR 6.302-1, permitting procurement from a single responsible source when only one or a limited number of sources can satisfy agency requirements. The rationale for sole-source procurement is grounded in two justifications: (1) direct acquisition from the actual manufacturer for second or subsequent procurements (10 USC 3204(A) Reason 3), and (2) engineering source approval requirements to maintain part quality (ARMSC C). BELL is the only approved source with the technical data required to manufacture, test, and certify the item prior to unit delivery. The Government does not possess sufficient information rights to drawings, specifications, or test procedures necessary for competitive solicitation through NAVSUP-WSS. Market research identified no alternative sources, and no Source Approval Requests have been received from competing vendors. The contracting officer has determined the anticipated cost to be fair and reasonable. Future competition will be encouraged through continued vendor outreach for technical data package submission and source approval.
