About this file
This is a Justification for Other Than Full & Open Competition (J&A) submitted by the Department of the Navy, DLA Maritime located in Mechanicsburg, Pennsylvania.
The Navy seeks to acquire four (4) units of SLAT ASSEMBLY, LBTX spare parts (NSN 5865-01-714-0832, P/N 8704580G03) with an expected final delivery date of 03/23/2027. The acquisition will be conducted as a single-source procurement from NORTHROP GRUMMAN SYSTEMS CORP (CAGE Code 15055), determined to be the only source capable of satisfying the requirement. The contracting activity is DLA Maritime – Mechanicsburg under Folder # 26027-0009 and PD # N0010424X4211. The single-source justification is based on 10 USC 3204(A)(1) and FAR 6.302-1, with the rationale that the Government does not own the data or rights to manufacture/repair this part from alternative sources. Market research was conducted including a Sources Sought notice posted for 10 days on SAM.gov (03/23/2026) and a Pre-Solicitation Synopsis posted for 17 days (04/10/2026), with no other sources expressing interest. Technical review of government databases (ITIMP, FLIS, ERP) confirmed NORTHROP GRUMMAN SYSTEMS CORP as the only known procurement source. The contracting officer determined the anticipated cost to be fair and reasonable, below the threshold for certified cost or pricing data per FAR 15.403-3(a). The line of accounting directs shipment to W25G1U. Multiple approvals were obtained including competition advocacy review (05/11/2026), legal sufficiency review (05/11/2026), and FAR 6.304 approval (05/12/2026).
