SECTION A
GENERAL INFORMATION FOR OFFERORS
1. The purpose of this solicitation is to establish an indefinite-delivery type contract for the supplies listed in Section B, that will provide stock coverage for customers both overseas and in the United States, including Alaska and Hawaii, and our possessions.
2. Under this solicitation, the resulting contract will be a Firm-Fixed-Price, Indefinite-Quantity Contract issued under FAR Part 15, with a 3-year base period and 2 one-year option periods. The total contract period will be five years. The terms “year” or “contract year,” as used in this solicitation, mean a period of 365 days beginning on the contract start date and every 365 days thereafter, except for a leap year, in which the contract year shall be 366 days.
3. The method used to place orders under this contract will be: Delivery Orders placed by DLA Maritime at Mechanicsburg (DLA-Mech). DLA-Mech will issue delivery orders with the awardee for the supplies cited in Section B. Award of these individual requirements will be done via delivery orders with a 60% share going to the source offering the best value to the government, taking into consideration, price, delivery and past performance and the remaining 40% balance being awarded to the second source. DLA has determined that split awards will enable the government to improve delivery lead time and to better maintain a viable industrial base for these tubes taking into consideration that each vendor has capacity limits and neither can supply the entire demand in a reasonable amount of time required to support fleet demand. It will also enable the Government to seek lower prices for each delivery order. The Government reserves the right to award the entire quantity to the source offering the overall best value to the government (ie source 1 is able to ship the entire quantity faster than source 2 is able to ship 40% share or if either source proposes pricing that cannot be determined fair and reasonable). Proposed pricing will not be considered if it is higher than pricing established under the base contract.
4. The proposals received in response to this solicitation will be evaluated under “Best Value” procedures as described in Section M of this solicitation.
5. Please note that all pages of the solicitation must be completed and returned to Amy.Puchalsky@dla.mil, regardless of the number of CLINs that are proposed on. These sections are pertinent to understanding the requirements of the solicitation.
6. Some clauses/provisions may not appear in the correct section (D-M) due to system constraints.
7. NOTE TO POTENTIAL OFFERORS: Due to repetitive demands, the Government may place multiple awards (maximum of two awards). Offers should be aware that the only guarantee upon award is for the contract minimum split equally among awardees.
CONTINUED ON NEXT PAGE
Page 2B of 87
CONTRACT MINIMUM VALUE – 4 UNITS (split equally amongst awardees) CONTRACT MAXIMUM VALUE - $58,379,295.00 (calculated as 7.5 x ADV for each NSN)
8. If multiple awards are made, the contract minimum for each awardee during the contract period* will be an equal portion of the overall minimum cited. For example, if two awards are made the Government is obligated to purchase half of the minimum from each awardee. Regardless of the number of awards made under this solicitation, the Government may order, and each awardee is obligated to deliver, up to the maximum cited above.
*Note: Contract period as defined in this clause means the extended contract shall be inclusive of any/all option periods.
9. Delivery order placement procedures: (1) In the event of multiple awards, each awardee will be considered for placement of individual delivery orders unless an exception at FAR 16.505(b)(2) applies.
However, those awardees subject to testing and approval requirements, such as, but not limited to, First Article Testing, shall not receive orders until satisfactory completion of any testing requirements. Failure to successfully complete required testing will constitute grounds for contract termination for default by the Government. (2) The criteria used for evaluating offers for delivery orders under this contract are price, past performance, and delivery. Price is slightly more important than the other factors combined. Past performance will include performance on orders previously placed under the contract and may include performance under other contracts. In evaluating performance under previous orders, consideration will be given to delivery, quality of supplies furnished, and success in implementing any socioeconomic support programs which may be applicable to the contract.
10. Contract Data Requirements List (CDRL) – Offerors must take note of the CDRLs (Exhibits A and B) when preparing proposals. CDRLs are found under Attachment 1 of the solicitation.
11. CAUTION NOTICE
Offerors are cautioned that ALL components must be of domestic origin in compliance with Clause 252.225-7012, Preference for Certain Domestic Commodities (DEC 2017).
This solicitation includes domestic preference requirements as identified in the Berry Amendment.

Page 2C of 87 produced in the United States, other than sensor, electronics or other items added to, and not normally associated with, clothing (and the materials and components thereof).
