9. Any Other Facts Supporting Other Than Full & Open Competition

The Gear Actuator Assembly is essential in accessing the Nose Cone Assembly. The nose cone assembly serves as the aerodynamic forward end of the ITALD vehicle structure and is the higher level equipment for the Gear Actuator Assembly. The nose cone assembly contains the RF augmenter antenna and a

Luneburg lens, which increases the radar cross capability and an extended flight envelope for expanded missions. The special testing requirements for this item are unattainable from the re‐procurement level due to the restrictions of the drawings. Under the current research that was performed there are no current known substitutions to this part that match mission needs and capabilities.

The AMC is 3R to indicate that the acquisition is sole source from the actual manufacturer and the government does not own the data rights needed to purchase this part from additional sources. The approved source listed in ITIMP is a large company: Northrop Grumman, CAGE 31442. All previous award history for repairs is to Northrop Grumman, there currently is no procurement history. SPRMM1‐

20‐Q‐PA35 was synopsized for five days and the solicitation was released on 12 November 2019 with one response from Northrop Grumman, CAGE 31442. Another Solicitation was released on 24 January

2019, only received one response from Northrop Grumman and is currently waiting for funding to award. Other Market Analysis’ used included SAM and NAVSUP One Touch as there were no additional information found for this NIIN.
