SPRMM1-21-Q-TB22
This combined synopsis/solicitation is prepared in accordance with the format in Subpart 12.6 in conjunction with Subpart 13.5 of the Federal Acquisition Regulations (FAR) as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;
quotations are being requested and a written solicitation will not be issued. This is a Request for Quote
(RFQ) and the solicitation number is SPRMM1-21-Q-TB22. All references to “offers” are changed to quotations.
1. This combined synopsis/solicitation is prepared in accordance with the format in Subpart
12.6 in conjunction with Subpart 13.5 of the Federal Acquisition Regulations (FAR) as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.
This is a Request for Quotation (RFQ) and the solicitation number is SPRMM1-21-Q-TB22.
2. This notice incorporates provisions and clauses in effect through Federal Acquisition
Circular (FAC) 2021-03 effective 16 February 2021 and Defense Federal Acquisition Regulation
Supplement (DFARS) DPN 20210115 edition and Defense Logistics Acquisition Directive
(DLAD) Current to Revision 5 and PROCLTR 2020-13. The complete text of any of the clauses and provisions may be accessed in full text as follows:

3. This Request for Quote (RFQ) is being issued to establish a five-year, firm-fixed price, requirements contract for Tube Assemblies. At an estimated annual demand quantity (ADQ) of
1,200 per year, for NSN 6665 016421960; part number T3G6500-1; IAW CAGE Code 06442.
4. This acquisition is an unrestricted procurement. The North American Industry
Classification System (NAICS) code for this acquisition is 334511 and the small business size standard is 1,250 employees.
5. Annual Demand Quantities (ADQ): The estimated 5‐year award value is $2,700,000. The
ADQ represents the Government’s estimate of the total quantities to be ordered during the performance period indicated and should be considered for planning purposes only. Refer to
Federal Acquisition Regulation (FAR) 16.503, Requirements Contract, for additional information.
The ADQ set forth in the solicitation are GOOD FAITH ESTIMATES ONLY based on the best data available to the Contracting Officer at the time of issuance of this solicitation and do not constitute guarantees that this quantity will be ordered. Refer to FAR 52.216‐21. Offerors must consider any business risks associated with the estimates and include them within the breadth of their proposals.

6. Traceability: All suppliers with the exception of the Original Equipment Manufacturer
(OEM) shall provide complete traceability back to the OEM in accordance with procurement notes DLATERMHZ01 C03 CONTRACTOR RETENTION OF SUPPLY CHAIN
TRACEABILITY found on page 32 of this solicitation and DLATERMHZ03 L04 OFFERS
FOR PART NUMBERED ITEMS (SEP 2016) found on page 33 of this solicitation. Offers submitted without the required traceability documentation will be considered non- responsive and will be ineligible for award.
7. Award without Discussions: The Government intends to award without discussions, offerors should submit their best prices in their initial offer. If FAR Provision 52.212-2, Evaluation-Commercial Items, is included, offerors must submit all information requested therein in order for the Government to determine technical acceptability.
8. Packaging and Marking Requirements: All products shall be packaged in accordance with the packaging code listed on page 6 of the solicitation unless an exemption has been granted.
9. Delivery Point: The delivery point for this procurement is FOB Origin. Inspection at
Origin. Acceptance at Origin. The shipping address will be specified on each delivery order.
Each delivery order will be placed as a stand-alone delivery order and is subject to the terms and conditions of the resultant award. This solicitation and resulting award will not be obligating any funds. Funding will be provided on each delivery order placed under any resulting contract.
Accelerated and partial deliveries at no additional cost to the Government are accepted and encouraged.
10. System for Award Management (SAM): In accordance with FAR 4.1102, Offerors shall be registered in the SAM database prior to award, during performance and through final payment of any contract resulting from this solicitation. Offerors may obtain information on registration and annual confirmation requirements via the internet at https://www.sam.gov/SAM/.
11. Annual Representations and Certifications: In accordance with FAR 4.1201, offerors shall complete electronic annual representations and certifications within SAM as part of required registration. Registration in this database shall remain active and can be accessed at https://www.sam.gov/SAM/.
12. Invoicing and Payment: Invoicing and Payment will be made via Wide Area Work Flow
(WAWF). The successful offeror must be registered in WAWF for the purpose of processing vendor payment requests. See DFARS 252.232-7003 and 252.232-7006. IAW FAR 32.003, Contract Financing will not be provided.
13. Amendments: The Offeror shall submit to the Contract Specialist signed copies of all amendments issued to this solicitation. Failure to comply may cause your offer to be rejected.

2. Offerors shall provide their prices in the Pricing Table found below. Price will be evaluated using proposed step ladder pricing. Based on historical purchase quantities and expected future demand, the RFQ will specify five stepladder quantity price points with five yearly ordering periods. For evaluation purposes:
one delivery order for a quantity at the midpoint of each quantity interval for each year will be considered.

Base Year One – Option Year Four: Offeror shall fill in each base year and each option year unit price for each quantity range. All unit prices shall be priced as FOB Origin. Unit prices proposed shall not include shipping costs.
DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
1. SCOPE
1.1 This contract/purchase order contains the requirements for manufacture and the contract quality requirements for the TUBE ASSEMBLY, GM MF.
2. APPLICABLE DOCUMENTS
2.1 Applicable Documents - The document(s) listed below form a part of this contract/purchase order including modifications or exclusions.
2.1.1 "Document References" listed below must be obtained by the Contractor. Ordering information is included as an attachment to this contract/purchase order.
2.2 Order of Precedence - In the event of a conflict between the text of this contract/purchase order and the references and/or drawings cited herein, the text of this contract/purchase order shall take precedence.
Nothing in this contract/purchase order, however, shall supersede applicable laws and regulations unless a specific exemption has been obtained.

3. REQUIREMENTS
3.1 Cage Code/Reference Number Items - The TUBE ASSEMBLY, GM MF furnished under this contract/purchase order shall be the design represented by Cage Code(s) reference number(s).

3.2 Source Control Item - Previous delivery of the specified National Stock Number or similar item manufactured to technical procurement specifications and/or drawings supplied by a Government activity or Price Contractor does not in itself qualify a supplier as a Government approved source. Only those sources for this item previously approved by the Government have been solicited. The time required for approval of a new supplier is normally such that award cannot be delayed pending approval of the new source. If you have not been solicited and you can furnish either (a) proof of your prior approval as a supplier of this item, or (b) data showing you have produced the same or similar items satisfactorily for the Government or a commercial source, or (c) test data indicating your product can meet service operating requirements, or (d) other pertinent data concerning your qualification to produce the required item, notify the Procurement Contracting Officer in writing, furnishing said proof of data for evaluation possibly leading to your firm being authorized as an approved source for this procurement or subsequent procurements.
3.3 Marking - This item shall be physically identified in accordance with MIL-STD-130.
3.4 Changes in Design, Material Servicing, or Part Number - Except for a Code 1 change, which shall be processed as provided in the code statement shown below, no substitution of items shall be made until the
SPCC Contracting Officer has been notified and approval has been given by issuance of a written change order. When any change in design, material, servicing or part number is made to replace or substitute any item to be furnished on this contract/purchase order, the Contractor shall furnish, for the substituting/replacement item, a drawing and an explanation of the reason for the change, or a detailed description of the change, explaining the reason therefore. If finished detail drawings are not available, shop drawings in the form used by the manufacturer will be acceptable for Government evaluation. When notifying the Contracting Officer of the reasons for making substitutions, the type of change shall be indicated by code number in accordance with one of the following statements:
Code 1: PART NUMBER CHANGE/MINOR DESIGN CHANGE - If the Manufacturer's Part Number or item design indicated thereon has changed, but form, fit and function of the item is not affected thereby, and the design change meets the criteria for minor, by not effecting form, fit, function, reliability or safety, supply the item and advise SPCC immediately of the new part number, furnishing a detail drawing and/or a detailed description of the change, as applicable.
Code 2: Assembly (or set or kit) not furnished - Used following detail parts.
Code 3: Part not furnished separately - Use assembly.
Code 4: Part redesigned - Old and new parts are completely interchangeable.
Code 5: Part redesigned - New part replaces old. Old part cannot replace new.
Code 6: Part redesigned - Parts not interchangeable.
3.5 Mercury Free - The material supplied under this contract/purchase order is intended for use on submarines/surface ships and therefore shall contain no metallic mercury and shall be free from mercury contamination. Mercury contamination of the material will be cause for rejection.
If the inclusion of metallic mercury is required as a functional part of the material furnished under this contract, the Contractor shall obtain written approval from the Procurement Contracting Officer before proceeding with manufacture. The contractor's request shall explain in detail the requirements for mercury, identify specifically the parts to contain mercury, and explain the method of protection against mercury escape. Such a request will be forwarded directly to the Procurement Contracting Officer with a copy to the applicable Government Inspector. Upon approval by the Contracting Officer, the vendor will provide a "Warning Plate" stating that metallic mercury is a functional part of the item and will include name and location of that part.
The use of mercury, mercury compounds, or mercury-bearing instruments and/or equipment in a manner which might cause contamination in the manufacture, assembly, or test of material on this contract is prohibited. The most probable causes of contamination are direct-connected manometers, mercury vacuum pumps, mercury seals, or the handling of mercury in the immediate vicinity. Mercury switches, mercury in glass thermometers, standard cells and other items containing mercury may be used if they are located so as not to constitute a contamination hazard.
If external contamination by metallic mercury occurs or is suspected, the following test may be used to determine whether contamination by metallic mercury exists or whether corrective cleaning measures have been effective. Enclose the equipment in a polyethylene bag or close-fitting airtight container for eight hours at room temperature (70 degrees F minimum).Sample the trapped air and if mercury vapor concentration is 0.01 mg/cu meter or more, the material is mercury contaminated insofar as the requirements of this contract are concerned.
These requirements shall be included in any subcontract or purchase order hereunder and the Contractor shall insure Subcontractor compliance with these requirements.
Technical questions pertaining to these requirements shall be referred to the Procurement Contracting
Officer via the cognizant Administrative Contracting Officer. For background, the following information is provided:
Mercury is corrosive to gold, silver, nickel, stainless steels, aluminum and copper alloys. Stainless steels, nickel, and copper alloys are widely used in reactor plants and other submarine/surface ship systems.
Accidental trapping of mercury in a component could cause serious damage to vital parts. Mercury is also toxic if inhaled, ingested, or absorbed through the skin. It is evident that grave consequences could result from small amounts of mercury vapor present in an unreplenished submarine/surface ship atmosphere.

If the offeror is unable to meet the desired delivery schedule, it may, without prejudicing evaluation of its offer, propose a delivery schedule below. However, the offeror's proposed delivery schedule must not extend the delivery period beyond the time for delivery in the Government's required delivery schedule as follows:
REQUIRED DELIVERY SCHEDULE
Offers that propose delivery of a quantity under such terms or conditions that delivery will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected. If the offeror proposes no other delivery schedule, the desired delivery schedule above will apply.
OFFEROR'S PROPOSED DELIVERY SCHEDULE
(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed or otherwise furnished to the successful offeror results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day the award is dated. Therefore, the offeror shall compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term
"working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.

If the delivery schedule is expressed in terms of specific calendar dates or specific periods and is based on an assumed date of award, the contracting officer may substitute the following paragraph (b) for paragraph (b) of the basic clause. (a) The use in this solicitation of any Federal Acquisition Regulation (48 CFR Chapter 1) provision with an authorized deviation is indicated by the addition of"(DEVIATION)" after the date of the provision.
(b) The use in this solicitation of any DFARS (48 CFR Chapter 2) provision with an authorized deviation is indicated by the addition of "(DEVIATION)" after the name of the regulation.

OFFER SUBMISSION INSTRUCTIONS–Quotes must include the following items. Submission of a quote that does not contain all items requested below may result in elimination from consideration for award.
1. Quotations may be submitted in contractor format and shall include:
(1) Company name, address, telephone number, e-mail address, and FAX number
(2) Solicitation number
(3) Commercial and Government Entity (CAGE) Code
(4) Completed Schedule of Supplies/Services with a Unit Price, extended prices and proposed delivery days
(5) If you are not the OEM of the material being offered, you must complete the traceability Documentation found in Procurement Notes DLATERMHZ01 C03 and
DLATERMHZ03 L04 of this solicitation and include them with your offer.
(6) Signed acknowledgements of amendments (applicable only if any amendments are issued against this solicitation)
2. Contractors are required to include a copy of the FAR provision 52.212-3-Offeror
Representations and Certifications-Commercial Items and DFARS 252.212-7000-Offeror
Representation and Certification-Commercial Items with its proposal or may indicate completion of the representations and certifications on the internet at www.sam.gov/SAM/. Failure to include the certifications along with the price proposal or to complete the certifications on the internet may result in elimination from consideration for award.
FAR 13.106-2 – Evaluation of Quotations or Offers: The Government intends to evaluate quotes in response to this solicitation and will award one firm-fixed price contract to the lowest price technically acceptable offeror whose quote represents the lowest price. Therefore, only offers for the exact NSN, OEM Part Number, OEM CAGE Code, Current Revision, with Completed Traceability Documentation
(if required) will be considered technically acceptable. If the offeror did not manufacture the item, the offeror shall submit supply chain traceability documentation that clearly indicates all supply chain intermediaries between the manufacturer to the contractor, to item acceptance by the Government. This information will be used to determine technical acceptability. Technical information shall be evaluated on a go/no go basis and will not be rated. Any offeror who has been determined acceptable (go) on their technical information will then have their quote evaluated for price.
