About this file
This is a Request for Proposal (RFP) issued by the Minnesota Department of Natural Resources (MNDNR) for aerial imagery services for stream restoration projects. The quick call solicits proposals for drone-based aerial photography and video documentation of four stream restoration sites: Pelican Rapids, Buffalo River, Miller Creek, and Mission Creek, to be completed in Spring 2025. The project requires a two-person crew to collect ortho-rectified imagery, still photos (minimum 20 megapixels), and 4K video, with estimated data collection of 4 hours per site and additional processing time. Responses are due by 2:00 PM Central Time on April 17, 2025, and must be submitted through the SWIFT Supplier portal.
The proposal evaluation will consider qualifications (50%), project approach (20%), and cost (30%), with a preference for vendors who hold FAA Remote Pilot certificates and MNDOT Commercial Operators Licenses. The state emphasizes commitment to diversity and inclusion, encouraging participation from businesses owned by minorities, women, veterans, and individuals with substantial physical disabilities. A certificate of insurance with $2 million in aircraft liability is required, and respondents are encouraged to submit sample ortho-rectified imagery. The state reserves the right to short-list respondents, conduct interviews, and seek best and final offers, with no guarantee of contract award.
