About this file
This is a Standard Form 33 Solicitation, Offer, and Award document for a Performance Based Logistics (PBL) contract to support Parker Hannifin Corporation actuator components. The solicitation number is SPRHA1-26-R-7002, issued by DLA Aviation at Hill Air Force Base, Utah, with a solicitation closing date of August 31, 2026 at 4:00 PM. The contracting officer is Tiffany L. Ruybal. The contract will be a Firm Fixed Price (FFP) Requirements type contract with a 5-year base period and one 5-year option, with no minimum guarantee and funds obligated through yearly Delivery Orders for PBL support and individual IDIQ orders for low-demand NIINs. Pricing will be structured as Price Per Flight Hour (PPFH) for certain components, with additional line items for Foreign Military Sales/Other (FMS/OS) CLINs, IDIQ Spares, IDIQ Remanufacture, and a Serviceable Inventory Needed (SIN) component. The effort establishes a Public Private Partnership between Parker and the Air Force Sustainment Center (AFSC) wherein government technicians at OOALC depot perform remanufacturing work while Parker supplies parts, training, testing, and surge support.
The contract covers replenishment spare end items beyond the developmental phase, with detailed specifications and performance metrics provided in Technical Requirements Documents (TRD) and the Phase 2A NIIN List attachment. The solicitation incorporates comprehensive FAR and DFARS clauses addressing cybersecurity safeguards (NIST SP 800-171), small business subcontracting plans, safety requirements, and property management. Inspection and acceptance are the contractor's responsibility per FAR 52.246-16, with quality assurance oversight specified for individual line items. Payment will be processed through Wide Area Workflow (WAWF) in accordance with the applicable DoDAAC information. The solicitation is open to all qualified offerors and requires compliance with federal acquisition regulations including cost accounting standards, ethics and conduct requirements, and various DoD-specific security and compliance provisions.
