1. Offerors were provided Bid-set Technical Data Packages (TDPs) representing approximately 800 parts; should offerors assume that all other parts do not require TDPs as such parts are either COTS items, or consumables?
Yes that is a correct.
2. In reviewing the TDP's, some of the drawing packages are marked with Distribution Statement D. This statement is not notated with a "Secondary Distribution" statement which means we are unable to disseminate to our subcontractors. Will the Government provide authority to distribute to subcontractors?
Distribution “D” items can be only be distributed to DoD contractors and they must have an active JCP registration. If a subcontractor needs to obtain a JCP registration the instructions have been posted with Amendment 2, the document is titled “Engineering Data Request”.
3. Please clarify the requirement for First Article Testing.
a. TRD paragraph 4.6 gives the Contractor the option to use a third party for First Article Testing ("At the contractor's discretion") whereas the TEP instructions for both the Bid-AF Parts and Bid-DLA Parts requires 3rd party only.
First Article Testing can be done at the Government lab, or the 3rd party Lab, at the contractor’s discretion. Any time the Government lab is used, actuals are paid by the Government. In order to allow 3rd party testing, the Government must obtain 3rd party test prices for all applicable NSNs.
b. First Article requirement call-out indicates a reference to each/lot. When the requirement is called out at the line level as each, can the Government clarify that it is 1 each total within the 3 year requirement for first articles rather than 1 each lot manufactured?
1 each First Article on this contract will be good for a minimum of 3 years, however if there is not cause for additional oversight, the First Article will be good for the life of the contract.
c. Will the Government confirm that, for purposes of the LG-CSCI contract that once a First Article is approved for a Manufacturer, that such approval is good for the manufacturer for a minimum of 3 years, and may continue throughout the 10 year life of the contract, so long as the manufacturer continues to manufacture at least 1 part every three years.

d. As the Government has provided approximately 800 Technical Data Pages (TDPs) to Offerors. Instructions for those parts requiring First Article Testing is contained within the TDPs. Will the Government provide a list of all parts that require First Article Testing? Will the Government confirm that Offerors are not required to provide First Article Testing on other parts?
The Government has provided a consolidated list of all items that require First Article Testing, this list is part of the TEP worksheet that was released with amendment 2.
Further, if an item requires First Article Testing the requirement is annotated in the form 260 as provided within the bid-set. Otherwise there should not be a First Article requirement.
e. If Offerors are required to meet First Article requirements on other parts, will the Government provide the First Article requirements for these parts?
Yes.
4. Will the Government provide a list of all the parts that are considered Commercial Items and/or Consumables?
This information is annotated in the ERRC associated with each NSN. As provided in the TEP worksheet, posted with Amendment #2
5. For the purposes of pricing for shipping costs other than via VSM (DLA parts), should the Offeror assume that the delivery is F.o.b. Origin, Contractor's Facility as in accordance with FAR 52.247-30 and that FAR 52.247-34 and 52.247-65 do not apply?
Government tested First Articles will be FOB Destination. It is unlikely that FAR 52.247-65 will be utilized, but not outside of the realm of possibility.
6. Solicitation: page 19, paragraph 4(b); Shelf Life Items/Delivery:
Will the Government consider revising the shelf life requirement to have a minimum of 75% of the "storage period" remaining at the time of delivery to the Government as such will improve manufacturing efficiency?
No.
7. TDP: page 9, paragraph 4.5.1; Surge & Sustainment is applicable to Consumable items only. Will the Government confirm that all DLA Bid Parts are considered Consumable items? Also will the Government provide the list of AF Bid Parts that are considered Consumable items?
ERRC “N” are consumable items. Amendment #2 provides an updated TEP worksheet detailing which items require First Articles, as well as the ERRC associated with each NSN.
8. TEP: 70 part numbers (shaded in salmon) overlap with PBL1. What is the Government's plan with respect to ordering these parts under this contract?
Those items have been identified so that offerors understand that there is a difference in the requirement associated with these parts. For these items, requirements for procurement on the LG- CSCI contract will come from one of two avenues, 1) the LGPBL1 contractor will have the option to purchase these items through the LG-CSCI contract at their discretion, and 2) the USAF needs to maintain the ability to procure additional assets to support pipeline shortages as well as support FMS / OS requirements that cannot be fulfilled on the LGPBL1 contract.
9. Will there be a forging mitigation clause, similar to what was included in the Landing Gear Primary Vendor Contract?
No, the EPA clause is included.
