755 RUE THURBER
LONGUEUIL, QC, J4H 3N2

A. The requirement is to procure 113 each KC-135 Langing Gear Inner Cylinders, replacement spares, NSN 1620-01-507-3467/Part Number 200-0002-1, at an estimated unit cost of
. The KC-135 Landing Gear Inner Cylinder holds the nose landing gear pressure and prevents the nose gear from collapsing during landing and taxiing. It is made of a high strength steel forging and has been optimized to perform its function while being as light weight as possible. Failure of this component would result in a Class “A” mishap.
B. Total estimated cost is: . This estimate is based on USAF mission requirements as computed by the D200 Requirements Determination System. This action will use working capital funds. Since the government does not control the design or own the data required to manufacture the KC-135 Landing Gear Inner Cylinder, there are no feasible actions that could develop future competition as referenced in Section V, paragraph C below.
IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN
COMPETITION:
10 USC 2304 (c) (1) as implemented by FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements
V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE QUALIFICATIONS

Additional steps to ensure price reasonableness will be under the guidance of the Contract Pricing Reference Guides, jointly developed by the Federal Acquisition Institute and the Air Force Institute of Technology. The Government will obtain certified cost and pricing data IAW FAR Subpart 15.403, when required. The Final Step is to include the Price Negotiation Memorandum (PNM). This detailed documentation and justification of price reasonableness will be disclosed in the official PNM, to be prepared upon completion of negotiations.
VIII. DESCRIPTION OF MARKET RESEARCH CONDUCTED AND THE RESULTS,
OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT
CONDUCTED:
A. As described in Section VI above, market research, in accordance with FAR Part 10, was conducted by synopsis of the proposed acquisition, advising industry of the pending acquisition and soliciting inquiries from interested parties. In addition, the 417 SCMS/GUMC Integrated Product Team conducted market research that yielded the following results:
1. In November 2015, knowledgeable individuals in the Government and industries were contacted regarding market capabilities to meet the requirement.
2. In November 2015, a review of commercial catalogs and other product literature was completed. The review indicated no other alternate commercial item, service, or non-developmental item (NDI), see FAR Part 2, will neither meet the requirement, nor can the requirement be economically modified to permit use of existing commercial items and /or services or NDIs.
3. In November 2015, queried the following on-line data bases for alternate sources.
a. Google
b. ThomasNet
c. PRPS
d. Haystack Gold

B. Based on the market research conducted, there is a high level of confidence that there are no additional sources capable of satisfying the agency’s need for this proprietary item nor are there any other commercial or nondevelopmental items which could be utilized to meet needs or which could be economically modified to meet the needs.
