About this file

This document is a Justification and Approval (J&A) for other than full and open competition for a federal contract action SPRDL1-26-R-0025.

The Defense Logistics Agency Weapons Support (DLAWS) at Warren is procuring 217 wheel assemblies with pneumatic tires (NSN 2530-01-718-2856, part number 402/N1738) for the Light Capability Rough Terrain Forklift (LCRTF) II 5K from JCB Manufacturing Inc., a Commercial and Government Entity (CAGE) located in Pooler, Georgia. An option for an additional 217 wheel assemblies exists, bringing the maximum total to 434 units. The contract will be firm-fixed-price and funded through Army Working Capital Funds. The estimated contract value is redacted but falls between $900,000 and $20 million based on the approval authority cited.

The justification for sole-source procurement relies on 10 U.S.C. 3204(a)(1) under FAR 6.302-1, citing that JCB is the only responsible source capable of providing the specialized wheel assembly. The wheel assembly uses a 340/80R20 tire and must meet specific technical requirements including corrosive resistance, 5,000-6,000 pound lifting capacity, dimensional constraints, temperature operability from -25°F to 120°F, and other performance specifications. JCB owns all intellectual property and technical data for this component. Market research conducted December 16, 2025, through website searches of major tire manufacturers (Michelin, Bridgestone, Firestone, Continental, Goodyear, Specialty Tires of America, Titan, Yokohama, and Alliance) confirmed that while alternative tires exist (Alliance 580 tire), no other vendor manufactures the complete integrated wheel assembly. A Sources Sought Notice posted to SAM.gov on January 7, 2026, received no responses. The document notes that reverse engineering would be prohibitively expensive and time-consuming, and no additional sources have expressed interest in qualification. Sole-source justification was approved on February 3, 2026, by the Competition Advocate.

contractors can seek qualification through the Source Approval Program with the Competition Management Office. Currently, there has not been any expressed interest by any known vendor(s) to become a qualified source(s) to produce this item.

9. Market Research: A Sources Sought Notice was posted to SAM.gov on 7 January 2026 and was open for 15 days. No responses were received.

A series of web searches were performed to search for tires that fit the required size of 340/80R20 for this wheel assembly. These searches were performed by the U.S. Army Combat Capabilities Development Command (DEVCOM) Mobility Engineer on 16 December 2025. The details of the web searches are provided in the next section. In summary, it is confirmed that the Michelin BIBLOAD HARD SURFACE tire used in the JCB wheel assembly is still being produced and an alternative tire that fits the specification was found from Alliance Tires by Yokohama. No other tires were found that fit this size from Bridgestone, Firestone, Continental, Goodyear, Specialty Tires of America, Titan, Yokohama, or any other manufacturer.

While there are two tires that fit the tire specification (one already used on the JCB wheel assembly and one alternative), no other vendors have been found that sell the combined tire wheel assembly.

DEVCOM Engineering completed web-based market research on 16 December 2025 by visiting the Michelin website to check for tires of size 340/80R20 which is the size required for the LCRTF. Michelin still manufactures/sells the BIBLOAD HARD SURFACE tire used on the JCB tire wheel assembly which is good. Michelin does not sell the rim and therefore is not a possible supplier of the wheel assembly.

DEVCOM Engineering completed web-based market research on 16 December 2025 by visiting the Bridgestone website to check for tires of size 340/80R20 which is the size required for the LCRTF. No off-road tires are available in this size from Bridgestone.

DEVCOM Engineering completed web-based market research on 16 December 2025 by visiting the Firestone website to check for tires of size 340/80R20 which is the size required for the LCRTF. No off-road tires are available in this size from Firestone.

DEVCOM Engineering completed web-based market research on 16 December 2025 by visiting the Continental website to check for tires of size 340/80R20 which is the size required for the LCRTF. No off-road tires are available in this size from Continental.

DEVCOM Engineering completed web-based market research on 16 December 2025 by visiting the Goodyear website to check for tires of size 340/80R20 which is the size required for the LCRTF. No off-road tires are available in this size from Goodyear.

DEVCOM Engineering completed web-based market research on 16 December 2025, visited Specialty Tires of America website to check for tires of size 340/80R20 which is the size required for the LCRTF. No off-road tires are available in this size from Specialty Tires of America.

visiting the Titan Tires website to check for tires of size 340/80R20 which is the size required for the LCRTF. No off-road tires are available in this size from Titan Tires.

DEVCOM Engineering completed web-based market research on 16 December 2025 by visiting the Yokohama website to check for tires of size 340/80R20 which is the size required for the LCRTF. No off-road tires are available in this size from Yokohama.

DEVCOM Engineering completed web-based market research on 16 December 2025 by visiting the Alliance Tire website to check for tires of size 340/80R20 which is the size required for the LCRTF. Alliance by Yokohama does produce a 340/80R20 tire selling as the 580. The 580 tire can be an alternate to the Michelin tire that is currently in use.

However, Alliance does not produce the full wheel assembly.

DEVCOM Engineering completed web-based market research on 16 December 2025 by searching directly for tires that are 340/80R20 tires in case there are any acceptable tires approved from other manufacturers. Many secondary seller websites were visited such as NTS Tire Supply, Pete's Tire Barn Online Tire Store, SampleTire, Discount Tire, Priority Tire, etc. There are no other tires that are appropriate for this wheel assembly and no suppliers that are selling the full wheel assembly besides JCB.

10. Interested Sources: To date no additional sources have expressed interest in this item.

11. Other Facts: Procurement History: There is no procurement history for these wheel assemblies.
