Justification and Approval for Other Than Full and Open Competition
This is a Justification and Approval document for a sole-source procurement issued by the Defense Logistics Agency Weapons Support (DLAWS) at Warren, on behalf of the Integrated Logistics Support Center (ILSC) Detroit Arsenal.
The procurement involves awarding a new firm-fixed-price contract to Grove U.S., LLC (CAGE 12361, located in Shady Grove, PA) for National Stock Number (NSN) 3040-01-207-6375, a Cylinder Assembly, Actuating, Linear used on the M984 Heavy Expanded Mobility Tactical Truck (HEMTT) wrecking crane. The item is a hydraulic cylinder containing a piston and other component parts designed to develop linear motion required to operate the crane with pneumatic or hydraulic pressure. The base quantity is 39 units with an option quantity of 39 units for a total of 78 units. The contract will be awarded under 10 U.S.C. § 3204(a)(1) using Army Working Capital Funds, with the Acquisition Method Code 3 (acquire for the second or subsequent time directly from actual manufacturer).
The justification establishes that Grove is the only responsible source because the company designed and tested the cylinder specifically for the HEMTT crane and possesses all detailed technical data; the U.S. Government does not own this data and reverse engineering would be uneconomical. Market research identified no suitable alternatives through competitive sources (Magister Hydraulic, Grainger, Tractor Supply, Parker, and Northern Tool). A Sources Sought notice posted to SAM.gov on October 15, 2025, received two responses (Ayka Consulting and Periparts Group, Inc.) who indicated they are resellers of Grove parts. The document notes that any Technical Data Package development would require substantial time and cost duplication without guaranteeing adequate alternative sources. The approval authority for acquisitions greater than $900K but less than $20M has approved this action as of January 7, 2026.
