About this file

This is a Justification and Approval (J&A) document for a sole source contract award to acquire Meritor Heavy Vehicle Systems Axle Assemblies for the Family of Medium Tactical Vehicles (FMTV).

The Defense Logistics Agency – Land Warren (DLA-WRN) proposes to award a firm-fixed-price contract for two part numbers: Meritor part number RP15611NFDF32614 (CAGE 78500) and Government part number 12422746-003 (TACOM Cage 19207). The deliverable consists of a base quantity of 17 axle assemblies with a 100% option quantity of 17 assemblies, totaling 34 units. The total contract value is redacted. The axle assembly is a heavy-duty component that automatically switches between two-wheel and four-wheel drive, enabling the FMTV to operate on various terrains. The contract authority is 10 U.S.C. § 3204(a)(1) under FAR 6.302-1, justified by the fact that only Meritor is an approved source with requisite technical expertise and facilities. The Government lacks a complete Technical Data Package (TDP) and proprietary rights necessary for competitive procurement. Market research conducted in April 2025 identified no alternative suppliers capable of providing a direct replacement assembly without extensive integration and testing. A Sources Sought Notice posted to SAM.gov received one response from BHPE LLC, but that company is not an approved source. Previous procurements were awarded to Global Logistics and Wheeler Fleet Solutions (authorized Meritor distributors) with unit prices ranging from $11,440.59 to $19,878.69. The anticipated cost for Government development of a competitive TDP through reverse engineering would be substantial and require years to offset through competition savings. The contracting officer, Drake G Martinez, certified the justification as accurate on July 28, 2025, and determined the cost to be fair and reasonable based on detailed cost and price analysis.

JA-01081 - SPRDL1-25-R-0191

Previous J&A: SPRDL1-18-R-0119

Defense Federal Acquisition Regulation Supplement (DFARS) 252.219-7003, "Small Business Subcontracting Plan (DoD Contracts)," to maximize small business opportunities and utilization.

7. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above.

8. Market Research: A Sources Sought Notice was posted to SAM.gov on 19, and was open for 15 days. One response was received from BHPE LLC expressing an interest, but BHPE is not an approved source and it would take too long for the company to become an approved source for this procurement.

In April 2025, Ground Vehicle Systems Center (GVSC) Engineering conducted a computer-based online search of known Axle Assembly suppliers looking for published material on a new Axle Assembly. Keyword(s): Axle assembly; heavy-duty axle assembly; driving automotive axle assembly; axle manufacturers.

Links used to conduct market research are listed below:

https://www.dormanproducts.com/automotive/parts https://spicerparts.com/parts/axle/commercial/axle-carriers-for-medium-duty-and-heavy-duty-applications https://www.detroitaxle.com/ https://www.cummins.com/components/drivetrain-systems/axles

Findings: The results of this search did not produce any new companies that would provide a direct replacement Axle Assembly for the FMTV that is 100% new and could be installed in the FMTV without considerable time and effort to adapt the new components. Additionally, Internet searches did not yield any products that meet the exact performance specifications of the existing Axle Assembly.

Summary: As a result of the Market Research, it was concluded that there are no appropriate replacement parts available and that extensive integration and testing would be required of any other manufacturer’s part.

9. Interested Sources: To date no valid additional sources have expressed interest as listed above in Section 8.

10. Other Facts: Procurement History:

This part is manufactured and provided by Meritor Heavy Vehicle Systems, but it can also be obtained through one of its distributors. Global Logistics and Wheeler Fleet Solutions are authorized distributors for Meritor Heavy Vehicle Systems and have provided this part to the Government in the past.
