TDP.
6. Efforts to Obtain Competition:
a. Effective competition: Due to the reasons cited in section 5 above we are not pursuing competition for this item. Notices required by FAR 5.201 will be posted.
b. Subcontracting competition: Unless the contract is awarded to a small business, the solicitation and resulting contract will include FAR clauses 52.219-8, "Utilization of Small Business Concerns"; 52.244-5, "Competition in Subcontracting"; 52.219-16, "Liquidated Damages--Subcontracting Plan";" and Defense Federal Acquisition Regulation Supplement (DFARS) 252.219-7003, "Small Business Subcontracting Plan (DoD Contracts)," to maximize small business opportunities and utilization.
7. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above.
8. Market Research: A Sources Sought Notice was posted to SAM.gov on
Web based market research was completed by GVSC Sustainment Engineering in March 2025. There are other sources likely capable of developing this component for our needs. Although these companies have no identifiable replacement for this hardware, they do make similar ones for the commercial and military market. Extensive analysis, prototyping, and vehicle testing as described in section 5 above would still need to be done to ensure that the M113 Family of Vehicles will properly meet performance specifications with a new supplier’s component. The cost of such analysis, prototyping, and testing would far exceed any cost savings realized by adding another source.

The Source Approval Process (SAP) will be provided to any contractor who shows interest in this item.
In accordance with FAR Part 8 Required Sources of Supplies and Services a search was made to find required sources of supply for this requirement. The following is the result of this search:
Inventories from the requiring agency: There is no excess inventory available for this item.
A search of the Interagency Contract Directory did not show any contracts available for external agencies to order against.
UNICOR / Federal Prison Industry (FPI) does not have a majority stake in the Federal Supply Code (FSC) 2520 and is not a mandatory source of supply. An inquiry was sent to UNICOR/FPI in regard to their capability to manufacture this item which resulted in no response.
A search on AbilityOne.gov was made for this item and no results were found.
There are no opportunities listed under the Federal Supply Schedule (FSS) from the General Services Administration (GSA).
