About this file

This is a Justification and Approval (J&A) document for a sole-source procurement action by the Defense Logistics Agency - Land Warren (DLA-WRN). The contracting activity proposes to award a new firm-fixed-price contract to Honeywell International Inc. (CAGE 0BFA5) for M150 Inertial Navigation Units (INUs), National Stock Number (NSN) 6605-01-560-3408, part number HG9740CH2 / 13017975. The base contract quantity is 17 units with a 100% option quantity, bringing the total to 34 units. The total maximum contract value is redacted. The procurement uses Army Working Capital Funds and will be awarded under the authority of 10 U.S.C. § 3204(a)(1) as a sole-source acquisition where no other supplies or services will satisfy agency requirements.

The INU is a self-contained navigation device that calculates positional information for land vehicles, watercraft, or aircraft using the dismounted 120 millimeter Mortar Fire Control System (MFCS-D). DLA-WRN justifies the sole-source award because Honeywell is the original equipment manufacturer and owns the proprietary design for the INU; the government does not possess the technical data package to enable competitive procurement or reverse engineering. Market research, including a Sources Sought Notice posted January 31, 2025, yielded one response from Tern.Ai, which was deemed unacceptable. Previous contracts for this item include SPRDL1-20-C-0148 (awarded June 3, 2020, valued at $1,631,014) and W56HZV-11-D-0160 (awarded August 11, 2015, with a maximum five-year value of $141,456,020), both sole-source awards to Honeywell. The justification was approved by the Competition Advocate on May 8, 2025.

7. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the costs associated with RE reasons cited above. There are no vendors in the process of being qualified for this NSN at this time and none prior to contract award. Currently, there are no current or planned efforts to qualify additional sources since the Government does not possess a fully defined and validated TDP for NSN and

8. Market Research: A Sources Sought Notice was posted to SAM.gov on 31 January 2025 and was open for 14 days. One response was received. An assessment of response is provided below.

Tern.Ai responded on 5 Feb 2025 to the Sources Sought Notice expressing interest in quoting this INU. The Contract Specialist contacted Tern.Ai and informed them that they could contact the Competition Management Office to apply through the Source Approval Program process if interested in becoming an alternate source for future requirements of this INU.

The Engineer from Configuration Management Division, Development Command - Armaments Center, , performed market research by completing an internet search for same/similar items, dated 30 December 2024.

No similar/direct replacement INUs were located. The component is a unique military item used with the M150 MFCS which has no commercial equivalent. A review of the closest equivalent literature made available online by manufacturers and distributors shows no commercial item that will satisfy the Army's requirement for the subject component.

Engineering also performed a public search for NSN 6605-01-560-3408 which resulted in one qualified manufacturer: HONEYWELL INTERNATIONAL INC., CAGE 0BFA5, Vendor PN HG9740CH2.

The Mortar Modernization Program, Future Common Fire Control for Mortars, beginning in 2019 conducted a Market Survey for subject component and next higher assembly (Pointing Device) under the direction of the MFCS team. MFCS received several submissions from industry vendors of their pointing devices with Inertial Navigation Units that conform to an Interface Control Document and Performance Specification without input from original manufacturer. The purpose of the effort was to prove that the Government can solicit U.S. Manufacturers to build a product without relying on a specific vendor’s technology. This program was not intended nor funded for sustainment purposes and there is no effort to implement an additional source as such an effort would not lead to any significant form of cost savings.

9. Interested Sources: The Government received one vendor inquiry in response to the Sources Sought Notice posted on SAM.gov and it was determined unacceptable for
