About this file

This is Amendment 0002 to solicitation SPRDL1-24-R-0168, issued by DLA Land Warren on May 28, 2025, with an effective date of June 30, 2025 at 5:00 PM EDT. The amendment restructures the solicitation from a five-year long-term contract to a base and option contract structure. The contracting officer is David Edwards (DAVID.EDWARDS@DLA.MIL). The solicitation is for a Firm Fixed Price supply contract. Offers must acknowledge receipt of this amendment prior to the closing date of June 23, 2025 at 5:00 PM EDT.

The supply item is a Drive Assembly, Fan (NSN 2930-00-921-6475, Manufacturer CAGE 19207, Part Number 10942176). The base contract CLIN 0001AA requires 108 units of production quantity, with delivery to SR W0LX Army General Supply at DLA Distribution Anniston within 330 days after award. The option CLIN 0002AA includes an additional 108 units (unexercised option quantity) at the same unit price structure. Both CLINs are Firm Fixed Price and use the same inspection (origin), acceptance (origin), FOB Destination terms, military-level preservation, and minimal packing specifications. The amendment deleted five prior long-term contract line items (0011-0015) and multiple clauses including Buy American requirements, Indian Organization utilization, mandatory arbitration restrictions, and indefinite quantity language. Added clauses include Trade Agreements-Basic (252.225-7021), Evaluation of Options (52.217-5), and supporting narratives for option pricing, destinations, and packaging levels. All other contract terms and conditions remain unchanged.

For example, if the basic contract involves one third of the quantity to go to destination X, and two thirds to destination Y, assume those same percentages will apply to any option quantities the

M-1 ADDED 52.217-5 EVALUATION OF OPTIONS JUL/1990

MS7060 Evaluation of Incomplete Option Pricing

(a) Per FAR 17.203(d), Offerors may price the option CLIN in this solicitation incrementally, by entering different option unit prices that will apply to different subquantities or quantity ranges (in the event that the Government elects to exercise less than 100% of the option). Notwithstanding this, the provision entitled EVALUATION OF OPTIONS (FAR 52.217-5, located elsewhere in this Section M) indicates that the Government's evaluation for contract award will include each Offeror's price for 100% of the option quantity.

(b) If an Offeror specifies unit prices that apply to one or more option quantity ranges, but does not specify a unit price for 100% of the option, the Government will evaluate that offer for award as follows. The option price for such offer shall be deemed to be the higher of (i) the unit price that applies to the basic (non-option) quantity, or (ii) the highest unit price that is identified against any range or subquantity of the option CLIN.
