5. Reason for Authority Cited: The transmission is defined by the Government-owned NSN 2520-01-540-4212, Tank Automotive and Armaments Command (TACOM) Drawing Number 57K4776. This drawing is a parts list consisting of two items: the dressed transmission: Oshkosh P/N 3590229, CAGE 75Q65 and the shipping container The Champion Company, CAGE 94231, P/N 0-19870. The dressed transmission represents more than 80% of the total cost of the kit. The Government-owned Technical Data Package (TDP), top level kit drawing 57K4776, does not fully define the dressed transmission which is proprietary to the manufacturer. Therefore, this item cannot be procured competitively.
Although the Transmission and Container kit is a TACOM drawing, the transmission itself is an Allison Transmission product and dressed by Oshkosh in accordance with P/N 3590229. As the Government does not own or have rights to any of the detailed technical data, the number of gears, gear ratios, load rating, and other criteria used to qualify this item cannot be easily compared with other commercially available transmissions. Selecting an alternative that may not meet performance specifications would be detrimental to mission capability as well as readiness. The burden of risk associated with using an unsuitable transmission is too great. Therefore, this procurement must be made to Oshkosh.
This transmission is a critical component of the entire M1074/M1075 PLS fleet. Power from the vehicle’s engine is transferred along a path through the transmission, driveshaft, differential, and wheels, which drive the vehicle forward and backwards. The transmission uses its series of gears to multiply the torque output of the engine and provide that energy via the driveshaft to the differential and axles. Without it, the power generated by the engine cannot be transferred to the wheels. This transmission has been specifically designed to mount to the M1074/M1075’s engine, which makes it unique among other commercially procurable transmissions.
The Ground Vehicle Systems Center (GVSC) Vehicle Sustainment Team has calculated that Reverse Engineering the M1074/M1075 PLS Transmission Assembly would cost an estimated minimum of $5,280,000 with a lead time of at least 48 months that would be comprised of:
- Research and Development (R&D), including part design, development, and production
- Reliability, Availability, and Maintainability (RAM) testing, including qualification and vehicle integration testing.
- TDP development, in order to procure competitively.
- Establishing additional sources via Qualification Testing
Subcontracting"; 52.219-16, "Liquidated Damages--Subcontracting Plan";" and Defense Federal Acquisition Regulation Supplement (DFARS) 252.219-7003, "Small Business Subcontracting Plan (DoD Contracts)," to maximize small business opportunities and utilization.
SOLE SOURCE: Notices required by FAR 5.201 will be posted.
7. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above.
There are no contractors currently in the process of being qualified as an alternate source of supply for this item. At this time, there are no current or planned efforts to qualify additional sources since the Government does not possess a fully defined and validated TDP for this item. The sources of supply, Oshkosh P/N 3590229, CAGE 75Q65 and the shipping container Champion Company, CAGE 94231, P/N 0-19870, own the detailed TDPs for this item. Any vendor that believes they can provide this item, while meeting the same requirements, should seek qualification as a secondary source through the Competition Management Office Source Approval Program. Reverse engineering, testing, and all other efforts to become a secondary approved source will be at their own expense.
8. Market Research: A Sources Sought Notice was posted to the System for Award Management website (commonly known as SAM.gov) on 23 January 2024, and was open for 15 days. No responses were received.

The GVSC Tactical Vehicle Sustainment Engineer performed the following internet searches on 17 November 2023 to find suitable competition for the Allison transmission;

Findings: Detroit Diesel DT12-HL transmission, Eaton Cummins Endurant XD pro18.
While each company offered a 1650 lb/ft transmission, there were variations in the speed: DT12-HL provide 12 speeds, Endurant XD Pro offers 18 speeds, PACCAR 12-speed automatic transmission, and Allison has six forward and one reverse.
Additionally, each transmission’s footprint is unique, so without extensive testing, the engineer could not determine if the alternate transmission could fit within the space requirements of the M1074/M1075 PLS. In summary, there is not enough information to determine whether these options will fit the M1074/M1075 PLS or function in the same manner as the original equipment manufacturer sole-source part. Due to the lack of a TDP or in-depth specifications of the sole-source part, the validity of the researched transmission for this procurement is extremely difficult to ensure.
Although several manufacturers make products that appear to be similar to the transmission used on the 1074/M1075 PLS, the lack of a TDP or detailed drawings for the 1074/M1075 PLS transmission prohibit the engineer from knowing the exact specifications that must be met by a potential alternative. A wide range of transmission configurations, software, speeds manual vs. automated are available across the brands reviewed. However, the Government does not have access to all the detailed specifications of the transmission, so it is not possible to determine if the commercially available transmission would be a suitable alternative. Additionally, the current transmission was chosen and configured by Oshkosh specifically for this vehicle, and integration and verification tests were conducted for this reason. The Allison transmission, dressed by Oshkosh, underwent rigorous testing to qualify it for military use. Any other alternative would require integration and extensive testing to both qualify it for use and to mitigate potential risks in the field, such as negative impacts to vehicle safety and operational readiness. Therefore, it can be concluded that this transmission is custom for the application and should be identified as a sole-source item.
