This is a Justification and Approval (J&A) document for other than full and open competition for the Defense Logistics Agency Land Warren to award a firm-fixed-price contract to Korry Electronics Co. for Commander's Data Entry Tool (CDET) II keyboards (NSN 7025-01-581-6251). The requirement is for 130 base units with an option for an additional 130 units, totaling 260 units to be used in the Bradley Fighting Vehicle System.
Korry Electronics is justified as the sole source provider as they are the Original Equipment Manufacturer and only approved source that meets the technical specifications. A Sources Sought notice posted on SAM.gov for 16 days received no responses. The item is now considered commercial based on Korry's evidence that it is "of a type" similar to their Airbus A380 cockpit keyboards. Previous contracts were awarded to Triman Industries, Inc. as the distributor, including contract SPRDL1-21-C-0004 ($642,816 for 64 units) and SPRDL1-19-C-0061 ($763,283.20 for 38 base units with 100% option). The acquisition will be conducted under FAR 6.302-1 "Only One Responsible Source" authority.

6. Efforts to Obtain Competition:
a. Effective competition: Due to the reasons cited in Section 5, the Government is not pursuing competition for this item.
b. Subcontracting competition: Unless the contract is awarded to a small business, the solicitation and resulting contract will include FAR clauses 52.219-8, "Utilization of Small Business Concerns"; 52.244-5, "Competition in Subcontracting"; 52.219-16, "Liquidated Damages--Subcontracting Plan";" and Defense Federal Acquisition Regulation Supplement (DFARS) 252.219-7003, "Small Business Subcontracting Plan (DoD Contracts)," to maximize small business opportunities and utilization.
SOLE SOURCE: Notices required by FAR 5.201 will be posted.
7. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above.
8. Market Research: A Sources Sought Notice was posted to SAM.gov on 15 August 2023 and was open for 16 days. No responses were received.
Korry Electronics confirmed that it actively manufactures the CDET-II keyboards for use in the BFV. The DEVCOM AC Project Engineer conducted additional market research consisted of reviewing catalogs and other generally available product literature published by manufacturers, distributors, and dealers searchable online. Searches for alternate items for consideration as substitutes yielded no viable alternatives that meet the Army’s requirements. Internet search engine queries for alternate sources included search terms “PN 13023329” or “NSN 7025-01-581-6251” or “Commander’s Data Entry Tool II”.
The searches did identify wholly independent aftermarket parts distributors that offered to supply quotes. These distributors would in fact need to acquire CDET-II assemblies from Korry Electronics to fill any quotes and are not considered responsible sources or realistic alternatives. These distributor names always appear as results in any search using an NSN or part numbers assigned to NSNs. The distributors in the search results are:

Previous procurements for this product were solicited and awarded non-commercial due to a lack of information to support commerciality from the sole source OEM, Korry Electronics. For this procurement and in response to the Government’s Commerciality Request, Korry Electronics responded that this product is "of a type" that is commercially available. Specifically, Korry Electronics provided a technical explanation with supporting documentation demonstrating that part number (PN) 41905-002
