Lab and Road Testing: $350,000 Labor and Facilities: $300,000 TDP Development: $250,000

The above estimates are taken from design and reverse engineering of similar hydraulic components as well as market research, test, and evaluation history. In total, this investment would be completed in an 18-month timeframe with a minimum estimated cost of $1,800,000.

The Government would not be able to recover, through subsequent competition, the duplication of costs involved in either procuring the proprietary data or reverse engineering the item to create a competitive build to print TDP within a reasonable time frame. At the current average usage rate of 60 units each year, a current unit cost of $ , and assuming 25% savings achieved through competition, the $ in annual savings would take over years to offset the estimated $1,800,000 cost of reverse engineering the item and qualifying another source.

6. Efforts to Obtain Competition:

a. Effective competition: Due to the reasons cited in section 5 above, the Government is not pursuing competition for this item.

b. Subcontracting competition: Unless the contract is awarded to a small business, the solicitation and resulting contract will include FAR clauses 52.219-8, "Utilization of Small Business Concerns"; 52.244-5, "Competition in Subcontracting"; 52.219-16, "Liquidated Damages--Subcontracting Plan";" and Defense Federal Acquisition Regulation Supplement (DFARS) 252.219-7003, "Small Business Subcontracting Plan (DoD Contracts)," to maximize small business opportunities and utilization.

SOLE SOURCE: Notices required by FAR 5.201 will be posted.

7. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above.

8. Market Research: A Sources Sought Notice was posted to SAM.gov on 10 October 2023, and was open for 15 days. No response was received.

Market research was conducted by the Ground Vehicle System Center Medium Trucks and Trailers Sustainment Team during September of 2023. Given that very little technical data is available for the Cylinder Assembly, Actuating, Linear (NSN 3040-01- 324-9392), market research results are very limited. Rated pressures, load, and other performance specifications could not be determined. Engineering reached out to Parker Mobile Cylinder Division via email who provided the following part dimensions for part number 377 6311 005. Parker is unwilling to sell the data and provide more information.

Based on research, there is no commercial off the shelf options available without major modifications.

Cylinder Information Provided by Parker:

Using these dimensions, an internet search was performed, and several companies were contacted for quotes on a cylinder within these specifications. The following components were compared as similar parts.

Both Enerpac and BVA Hydraulics offer high pressure hydraulic cylinders for industrial application. The prices and dimensions of the compared cylinders are similar to that of the cylinder offered by Parker, however due to the lack of technical data, performance specifications could not be compared. Since technical data is unavailable for the Parker cylinder, compatibility and function could not be compared. Also, both compared cylinders do not have the same mounting features as the Parker cylinder, which would require custom fabrication, increased costs, and increased lead time. When and if the technical information for the cylinder assembly is eventually made available, specific market research can then be conducted and a competitive procurement considered.

The engineer contacted the contractor to request consideration for the U.S. Government to purchase the intellectual property. Parker (OEM) declined to sell intellectual property data to the government.
