b. Subcontracting competition: Unless the contract is awarded to a small business, the solicitation and resulting contract will include FAR clauses 52.219-8, “Utilization of Small Business Concerns” and 52.244-5, “Competition in Subcontracting” to maximize small business opportunities and utilization.
7. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above.
There are no contractors currently in the process of being qualified as an alternate source of supply for this item. At this time, there are no current or future efforts to qualify additional sources because the Government does not possess a fully defined and verified TDP for the part. Oshkosh Defense, LLC (CAGE 75Q65) owns the technical data regarding the part.
8. Market Research: A Sources Sought Notice was posted to beta.SAM.gov on 7/26/2023 and was open for 15 calendar days. No responses were received.
The market research results are limited because the TDP for the axle assembly on the HEMTT is not available. The research conducted over the internet by the Tactical Vehicle and Watercraft Sustainment System (TVWS) Engineer on 24 July 2023, found the following sites:

The research found axle assemblies from Dana Incorporated, CAGE: 1DPE4, Eaton, CAGE: 81640, Meritor, and GKN Automotive Limited, CAGE: 1EJ02. The HEMTT Axle Assembly maximum weight capacity is 24,000 pounds (lbs.) and Oshkosh Defense, LLC axle assembly is the only axle assembly to have met vehicle performance requirements for HEMTT. Based on the lack of technical data for the axle assembly, there is not enough technical information available to properly verify any other offeror would meet the same form, fit, and function. Integrating an unverified driving axle assembly on HEMTT would likely result in reconfiguration of other subcomponents of the undercarriage, along with posing undue risk to the drivetrain and vehicle.
HEMTT Driving Axle Assembly is considered critical safety component.
