4. Authority Cited: The statutory authority permitting other than full and open competition for this effort is 10 United States Code (U.S.C.) 3204(a)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), "(2) When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for."
5. Reason for Authority Cited: The AVDS-1790 2-series and AVDS-1790-8CR is the heart of the M88 Recovery Vehicle Platforms and makes mobility and recovery operations possible. The crankshaft assemblies are an integral part of the AVDS-1790 family of diesel engines. The crankshaft is the heart of the AVDS-1790 engine�s rotating assembly. It is geometrically tailored to the engine block architecture. The crankshaft has specific spacing and diameter so that it can fit securely into the block�s seven main caps that secure it. Also, the connecting rod journal size is uniquely sized to the crankshaft rod journals. Finally, the crankshaft offset, or �throw� has been chosen to accommodate the stroke and valve clearance dimensional needs which are part of the recipe which gives the AVDS-1790 is power output capabilities.
The Government has a build to print Technical Data Package (TDP) and/or a full specification that it can build to. However, the Government requires qualification prior to source approval.
The approved sources have proven the ability to manufacture the crankshaft that can meet the MIL-DTL-62177 durability specification which is an adapted form of the North Atlantic Treaty Organization (NATO) requirement for successful completion of NATO Laboratory Test for Gas Turbine Engines AEP-5, Allied Engineering Publication while operating on an AVDS-1790 family of diesel engines. This test is required for components which are critical for engine/vehicle operation and crew safety. Malfunction of the AVDS-1790 family of diesel engines due to poorly manufactured crankshaft assemblies could result in significant loss of equipment and life due to the vehicle�s inability to move the crew to safety under power. The approved sources have proven that they are able to deliver a crankshaft of sufficient quality in support of the AVDS- 1790 family of diesel engines. If another possible source of supply for this item were identified, qualification testing would be required.
A complete TDP of the Crankshaft, Assembly is fully developed, however, only RENK (formerly L3 Technologies) and Tecmotiv USA Inc. have the experience and capability to manufacture a crankshaft assembly which can withstand the 400 hour NATO endurance test within an AVDS-1790 engine. The 400 hour NATO and vehicle level durability testing required to prove out the crankshaft, assembly if manufactured by a new source is estimated at $2.46M and will take approximately 24 months. Thus, there are currently no plans to qualify additional manufacturing sources for the crankshaft assembly since the Government would not be able to recover, through subsequent competition, the additional costs to qualify additional vendors to the drawings.
A cost estimate break-down is as follows:

It is estimated that 10% savings could be achieved by adding another supplier. At the current usage rate of 36 units per year, at the current unit cost of , and assuming the 10% savings achieved through competition, the annual savings would take approximately years to offset the estimated $2.46M cost of qualifying another source.
6. Efforts to Obtain Competition:
a. Effective competition: Due to the reasons cited in Section 5, above, the
Government is not pursuing competition for this item.
b. Subcontracting competition: Unless the contract is awarded to a small business, the solicitation and resulting contract will include FAR clauses 52.219-8, "Utilization of Small Business Concerns"; 52.244-5, "Competition in Subcontracting"; 52.219-16, "Liquidated Damages--Subcontracting Plan";" and Defense Federal Acquisition Regulation Supplement (DFARS) 252.219-7003, "Small Business Subcontracting Plan (DoD Contracts)," to maximize small business opportunities and utilization.
7. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above.
A complete TDP is fully developed to support a competitive procurement, however, due to the necessary manufacturing expertise and low return on expenditure for a source qualification effort, the Government is not actively pursuing new sources for the crankshaft assembly. Notices required by FAR 5.201 will be posted.
8. Market Research: A Sources Sought Notice was posted to SAM.gov on 20 September 2022 and was open for 15 days. No responses were received.
In accordance with the tenets set forth in FAR 10.002(b)(2)(vii), market research was performed by the Ground Vehicle Systems Center (GVSC) on 16 August 2022.
Research was performed by reviewing vendor catalogs and available product literature published by Great Lakes Forge Inc. and Arrow Precision Inc. to determine if commercial items or non-developmental items are available to meet Government's needs or could be modified to meet the Government's needs. While these two sources can manufacture crankshafts and crankshaft assemblies that could theoretically be used as solutions in the M88 AVDS-1790 engines, their existing crankshafts lack the unique individualized design which is unique to the AVDS-1790 air-cooled diesel application. Additionally, neither Great Lakes Forge Inc. or Arrow Precision Inc.
currently manufacture a crankshaft designed with the precise overall length, journal number, spacing and dimensions needed for this application. Finally, since neither of these sources have produced this specific item for the M88 they have not completed the necessary testing to become a qualified source.

Summary: As a result of the market research conducted, it was concluded that this product, Crankshaft Assembly, is not used, sold/leased, or offered for sale to the public and are not available in the commercial marketplace with or without modifications pursuant to the definition of a commercial product at FAR 2.101. Further, this product does not meet the definition of a COTS product at FAR 2.101.
