About this file

This document is a Justification and Approval (J&A) for a sole source procurement of a Lift Deployment Control System (LDCS) Lift Motor for the Armored Breaching Vehicle (ABV). The LDCS Lift Motor is a critical component produced solely by Dresser Natural Gas Solutions, and the government does not have the technical data rights or ability to reverse engineer the part. Market research found no other sources capable of providing an integrated lift motor solution for the ABV without significant development effort. The estimated cost to reverse engineer the part is $3,150,000 over 30 months. The government previously awarded sole source contracts to AFP Industries for the LDCS system. This J&A authorizes a sole source award to an unnamed vendor for an unknown amount on 2024-01-16 under solicitation SPRDL1-23-R-0064.

Previous J&A: SPRDL1-18-C-0328

5. Reason for Authority Cited: The LDCS is produced by Amentum Services, Inc.

(CAGE 5W3V7). The lift motor is produced by Dresser Natural Gas Solutions. The United States Government does not have proprietary rights to the detailed drawings of either the LDCS or the Lift Motor to manufacture the Lift Motor. Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application. The Lift Motor is a critical component of the LDCS system. In addition to raising and lowering the launcher, it controls the elevation of the launcher to assure accurate targeting of the mine field.

The Government does not have rights to the Technical Data Package (TDP) or specifications.

Currently, Dresser Natural Gas Solutions is the only approved source to make this item for the Government, and has tested, validated, and met all performance requirements. Dresser Natural Gas Solutions is the sole owner of the build-to-print TDP for this item. Reverse Engineering is the only option for the Government to develop a build-to-print competitive TDP which is needed for full and open competition. Reverse engineering is a multi-layered process that requires the development, procurement, and testing of prototypes and the release of the design.

Since this item is critical to the mission of the ABV, additional testing on a vehicle following the required mission profiles would be required.

The cost to reverse engineer this item is as follows:

Estimated Cost Estimated Duration

(months) Develop Part Samples $750,000 6 Hardware Design, integration, fabrication $1,200,000 9 Component and vehicle testing $1,000,000 6 Documentation $200,000 9 Total $3,150,000 30

The estimated cost to reverse engineer the LDCS Lift Motor would be approximately $ , as detailed above. This estimate is based on historical costs of comparable component redesign efforts.

Develop Part Samples: The estimated cost of developing samples for the LDCS Lift Motor is $ , and includes obtaining the necessary parts and components, scanning into computer files, editing into 3-dimensional solid models, and formulating any necessary Bill of Materials (BOM) with documented production and manufacturing processes.

Hardware Design, Integration, Fabrication: This estimated cost is $ , and includes making or buying durable tooling to make each part, consisting of options for metal work bending, welding, attaching, fabricating, and Additive Manufacturing

Market Research: A Sources Sought Notice was posted to SAM.gov on 9 February 2023 and was open for 30 days. No responses received.

Ground Vehicle Systems Center (GVSC) engineering performed Internet searches for suitable competition, described below:

Keywords: lift motor; electrical motor; electrical motor to lift; vehicle lift motor.

Results: There are a few suppliers that manufacture lift motors. However, the integration of a lift motor to the LDCS system and frame of the ABV would require development and customization work to accomplish. A Commercial Off the Shelf lift motor is not available to install directly on the ABV without considerable integration effort.

Additional Market Research efforts:

GVSC engineers attended the National Defense Industrial Association (NDIA) Ground Vehicle Systems Engineering Technology Symposium (GVSETS) with industry to determine available contractors for needed products. As described above, lift motor contractors exist but one not developed by Amentum Service, Inc. to integrate with the ABV LDCS would require significant development and customization.

Contacted the contractor to request consideration for the United States Government to purchase the intellectual property. No response was received.
