A. Military packaging shall be of minimum cost consistent with required performance. Unit packs shall be designed to conserve weight and cube while retaining the protection required and enhancing standardization.

Packaging and marking for hazardous material shall comply with the applicable requirements for performance packaging, including Limited Quantity, contained in the following documents:

• International Civil Aviation Organization, Technical Instructions for Safe Transport of Dangerous Goods by Air (ICAO-TDGA)

• International Maritime Organization, International Maritime Dangerous Goods Code (IMO-IMDG)

• Code of Federal Regulation (CFR), Title 29, Title 40, & Title 49

• Blocking: blocking, bracing, cushioning and immobilization of the item(s) within the container shall meet the requirements of MIL-STD-2073-1D.

• Packaging Design Validation Tests. Except for hazardous materials package testing as specified herein, all other package designs shall comply with MIL-STD-2073-1D including the applicable military packaging design validation provisions: ASTM D4169, Distribution Cycle 18, Assurance Level II, criterion 1 and 2.

• Performance Oriented Package (POP) Testing of hazardous material packages shall be in accordance with the applicable POP requirements contained in the International Civil Aviation Organization (ICAO) Technical Instructions, or the International Maritime Dangerous Goods code(IMDG), and with the Code of Federal Regulations (CFR), Title 29, Title 40, and Title 49.

B. Marking. All unit packs, intermediates, and shipping containers shall be marked and labeled in accordance with MIL-STD-129, CFR Title 49 (ref: para 172.301 and 178-3), ICAO-TDGA, and IMO-IMDG.

• One copy of the Material Safety Data Sheet (MSDS) shall be included with each unit package containing a hazardous material. One copy shall also be forwarded as follows: "Submit MSDS 30 days prior to contract award, meeting the requirements outlined in FAR52.223-3. If, after award, there is a change or revision which renders incomplete or inaccurate the data submitted, the Contractor shall promptly notify the Contracting Officer and resubmit the data to all parties. Distribution recommendation is as follows: One copy each to the following offices at TACOM AMSTA-LC-LEAP, AMSTA-CS-CZ, AMSTA-AQ-XX (PCO) and the ACO.

One copy of the MSDS shall be submitted to the Army Service/Agency receipt point listed in paragraph 5 of

FED STD 313.

Note: FAR 52.223-3 and DFARS 252.223-7001 should be included in the contract.

• Shelf-Life markings shall be applied in accordance with MIL-STD-129. If the shelf-life is determined to be extendible the contractor must provide the method, procedures, and identify any testing required to make the determination to the PCO concurrent with the MSDS.

C. All packaging certificates and reports shall be forwarded to the PCO and marked for AMSTA-LC-LEAP not later than 30 days prior to first shipment and available for inspection by authorized Government representatives for a period of three years after completion of contract.

D. Level B Packing. The unit package shall be an acceptable shipping container. Fiberboard boxes must be weather-resistant class, see ASTM D4727 and ASTM D5118. Fiberboard boxes will be closed and reinforced in accordance with ASTM D1974. Palletization shall be used where containers do not require skids and where quantities per destination exceed a total of 250 pounds or a volume of 20 cubic feet.

E. Level A Packing. A container shall be selected from Table CII that is authorized for Level A Packing.

Container closure and reinforcement shall be in accordance with applicable specification for shipping container. Shipments of identical items going to the same destination shall be palletized if they have a total cubic displacement of 20 cubic feet or more, or exceed a total of 250 pounds in weight unless skids or other forklift handling features are included on the containers.

F. Pallet loads must be stable, and to the greatest extent possible, provide a level top for ease of stacking. A palletized load shall not exceed 4,000 pounds and should not exceed 52 inches in length or width, or 54 inches in height. The load shall be contained in a manner that will permit safe handling during shipment and storage.

G. Quality Assurance Provisions:

• Quality Conformance shall be in accordance with MIL-STD-2073-1D, Appendix G.

• First Article test and Inspection is required, see note A above.
