About this file
This document contains a Special Packaging Instruction (SPI) and details of a related federal contract opportunity for procurement of detectors.
The SPI provides packaging and preservation requirements for a Radionuclide Detector, including unit pack assembly details, intermediate packaging, quality assurance provisions, and other logistics data. The unit pack will consist of the detector wrapped in cushioning and enclosed in a container that is heat sealed within a waterproof bag. Intermediate packaging will transport the sealed unit pack container within a supplemental container, along with other like components. Quality assurance testing is specified, including visual inspections and sealing tests for first article and production samples.
The related contract opportunity is a SEPA Buy posted to Beta SAM for procurement of 16 detectors with an option for 100% more. The solicitation is scheduled for release on or around March 20, 2020, with responses due as specified. The procurement allows for use of a reverse auction pricing technique. Registration in the reverse auction system will be required for any contractors participating in the auction process.

(B) --- This Detector, Radionuclide, IDF---UW---NGH is the End Item. The End Item contained in OEM packaging, consisting of theEnd Item inside a cushionedmoldedplasticmulti---applicationcontainer, will be heat sealed in a waterproof bag as the Unit Pack. If the OEM packaging is not available, the End Item inside a cushioned container that is heat sealed in a waterproof bag is the Unit Package.
(C) --- LEVEL OF PACK: See Unit Pack Assembly in Note (D). Packing shall be Level B.
Level B. One End item/unit pack, packaged IAWUnit Pack Assembly Sketches 1 and 2 shall serve as the Level B shipping configuration shown below.
(D) UNIT PACK ASSEMBLY:
1. If the end item is packed inOEMpackaging that equals or exceeds the level of protection required by the method of preservation (typically the end item inside a cushioned, molded plastic multi---application container) go to (D)5 and continue packaging IAW SPI. If OEM packaging does not exist or fails to achieve the method of preservation level, go to (D)2 and continue packaging.
2. Wrap specified cushioningmaterial (Step 1) overDetector,Radionuclide, IDF---UW---NGH and secure with specified tape (Step 2) as needed.
3. Place one piece of specified cushioningmaterial (Step 3) in bottomof specified container (Step 4).
Place wrapped Detector, Radionuclide, IDF---UW---NGH on cushioning material (Step 3). Add second piece of cushioning (Step 3) on top of wrappedDetector, Radionuclide, IDF---UW---NGH.
4. Fold and tuck to close container (Step 4). Secure container (Step 4) closure using specified tape (Step 2).
5. Place one piece of specified cushioningmaterial (Step 3) in bottomof specified container (Step 4).
Place wrapped Detector, Radionuclide, IDF---UW---NGH on cushioning material (Step 3). Add second piece of cushioning (Step 3) on top of wrapped Detector, Radionuclide, IDF---UW---NGH and close (Step 5) container (Step 4).
NOTE: Blunt or cushion box corners to prevent rupture of bag. If staples are used in the manufacturer’s box joints, a piece of tape (Step 2) should be placed over the staples to preclude tearing the bag.
6. Insert container (Step 4 orOEM)housing boxedDetector, Radionuclide, IDF---UW---NGH into specified bag (Step 6).Bagmaterial shall conformtoA---A---3174as specified inMIL---DTL---117and have a minimum thickness of 6 mil.
7. Closure (Step 7): Closure by heat sealing shall be accomplished inaccordancewith the barrierbag or barrier material supplier’s recommendations for dwell, pressure and temperature. The volume of trapped air within the bag shall be kept to aminimum by compressing the bag around the contents, or
