PART II - Statement of Urgency
1. TACOM has an urgent need for the items described above. They must be procured by the quickest means possible since full and open competition and/or normal acquisition procedures will not achieve the required delivery date. The rationale for citing urgency follows:
a. Description of Urgent Requirement:
These parts are required for the ATLAS II Forklift in support of dead-lined vehicles, deployments, and programs that include ATLAS II RESET. In CY15, there were 02-priority requisitions for a total of 57 each, 01-572-2281 Wheel/Tire Assemblies, and the Government currently has no issuable Depot stock. These items transferred from
DLA management to TACOM management in October 2015 with no advance notice and insufficient due-in, and all DLA stock transferred to TACOM has been exhausted due to an unforeseen increase in demands. These Wheel/Tire Assemblies are an
Essentiality Code C item, which will dead-line the vehicle if unserviceable. Delivery of these items is crucial to unit readiness and requires expedited delivery. These items are repairable, but there are no unserviceables on-hand for a repair program, nor are unserviceables expected to arrive through FY16.
Unserviceable returns from the field are expected to be very low for the next few years until the Army Material Command (AMC) adds the unserviceable credit to this item to incentivize unit turn-ins. The process for adding the unserviceable credit typically takes two years so no repair programs are expected in the near future;
therefore, the Government is restricted to procurement only for now.
b. Justification of proposed delivery schedule:
Units require delivery of these items to ensure unit readiness and to perform the units’ daily mission. These PRONs are the bare minimum requirement to fill backorders and an aggressive delivery schedule is necessary.
c. Description of the extent and nature of the harm to the Government if the proposed delivery date is not met:
1. What is the serious injury (dollars, harm to soldier, etc.) to the Government if the required delivery dates are not met?
Lack of these items will adversely affect unit readiness. These items are coded essential and will render the machine/vehicle Non-Mission Capable (NMC). This will prevent supplies, cargo, and essential items from being transported into combat zones.
2. What impact would this have on the Army’s mission?
If these parts are not received promptly, units will be unable to perform their mission and Letterkenny Army Depot RESET programs will be adversely affected.
The ATLAS II Forklift performs material handling functions at all echelons of the
Army, to include beach, port, and air terminal operations, material holding areas, and marshalling yards. All of these mission areas would be adversely impacted without the proper Material Handling Equipment available. Additionally, contingency operations in theater will not be able to move forward.
3. What financial impact would this have on the Government and how was this dollar value assigned?
No financial impact anticipated.
4. Consider and address whether or not any other items that we currently have in stock could fill this requirement and alleviate the immediate need.
N/A –These Wheel/Tire Assemblies are only valid for the left and right sides of
ATLAS II forklifts. There are no substitutes for these items. A long term contract
(LTC) is in process, but deliveries will not begin in time to meet the requirements for backorders. Therefore, this urgent buy represents the minimum urgent quantity needed to provide these items until the LTC begins deliveries.
