The procurement is being awarded under FAR 6.302-1 for "Only One Responsible Source" with a firm-fixed price contract. The repair kit contains multiple components including condensers, O-rings, tubes, hex screws, and cotter pins. Previous procurement history shows prior contracts with Honeywell (2006) and another vendor (2019). The total contract value is redacted, but the government conducted a fair and reasonable cost determination. The solicitation will include clauses to maximize small business subcontracting opportunities, and a 30-day Sources Sought Notice posted in July 2023 received no responses.

Previous J&A: N/A source control or selected item drawing as defined by the current version of DoD-STD-
100. Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application. Although, by DoD- STD-100 definition, altered and selected items shall have an adequate Technical Data Package (TDP), data review discloses that required data or data rights are not in Government possession and cannot be economically obtained. If one source is available, AMCs 3, 4, or 5 are valid. If at least two sources exist, AMCs 1 or 2 are valid.
4. Authority Cited: The statutory authority permitting other than full and open competition for this effort is 10 United States Code (U.S.C.) 3204(a)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
5. Reason for Authority Cited: Honeywell International is the only source that has the requisite technical and engineering expertise to perform all efforts required to provide condensers that meet design requirements per USG P/N 12336772 and Critical Item Product Function Specification for Condenser USG P/N SC12336772. Extensive use of usage since, have proven this item to be acceptable.
The main component (approximately 85% of the cost) of the Repair Kit is the Honeywell International Condenser. The Condenser is sourced controlled per US Army drawing 12336772 which contains performance specifications, space claim, and interface dimensions. The Government does not have the pertinent technical data including detailed drawings, dimensions, or manufacturing information necessary for competitive procurement. A significant amount of time and money would be necessary to reverse engineer, procure and test prototypes before releasing a competitive Technical Data Package (TDP) design.
To develop a competitive TDP for procurement use, the Government will need to initiate a reverse engineering effort on the Honeywell Condenser (USG P/N 12336768). The estimate to develop a competitive package for this item could run as high as $8M.

This cost includes purchasing four Honeywell Condensers which the Government would analyze to obtain a sufficient sample size of existing parts to provide a 95% probability and 90% confidence level in the actual size of the existing item to be studied. Once a large enough sample has been collected, the Government would then tear down and understand the internal design, develop their own new design, conduct prototype development which will involve integration, fabrication, and testing of the reverse engineered prototype units for validation and durability testing. This prototype hardware development cost is estimated to be $400,000 based on similar reverse engineering efforts worked with the Ground Vehicle System Center Product Integration Facility.
A TDP would need to be developed. This package would contain 3-Dimensional data and detailed drawings of the components, along with a list of specifications needed for complete procurement. This TDP development is estimated to cost $75,000 based on an estimated average cost of $7,500 per part, based upon previous drawing development experience and depending on the part complexity.
Validation and durability testing of hardware at Yuma Proving Grounds would also be required. This type of testing, as developed by Program Directorate Main Battle Tank Systems (PD MBTS), would require an additional 6,000-mile test using the prototype swaging tools on three different M1 vehicle hydraulic systems. Abrams Product Directorate Test Management states this would cost an estimated $2.5M per vehicle ($7.5M total).
The estimated total development cost of a competitive TDP is $8,000,000.
6. Efforts to Obtain Competition:
a. Effective competition: Due to the reasons cited in section 5 above, the Government is not pursuing competition for this item.
b. Subcontracting competition: Unless the contract is awarded to a small business, the solicitation and resulting contract will include FAR clauses 52.219-8, "Utilization of Small Business Concerns"; 52.244-5, "Competition in Subcontracting"; 52.219-16, "Liquidated Damages--Subcontracting Plan and Defense Federal Acquisition Regulation Supplement (DFARS) 252.219-7003, "Small Business Subcontracting Plan (DoD Contracts) , to maximize small business opportunities and utilization.
SOLE SOURCE: Notices required by FAR 5.201 will be posted.
7. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above.
8. Market Research: A Sources Sought Notice was posted to SAM.gov on 19 July 2023 and was open for 30 days. No responses were received.

While there are plenty of condenser modules available on the market, they are designed for specific applications and placements, most often on Heating Ventilation and Air Conditioning equipment such as industrial or automotive/trucking cooling systems and in vapor distillation systems. These devices cannot be converted for use on the Abrams without extensive redesign and testing. Review of the vendors show that although companies have technical capabilities to produce a Condenser exact type of design and space requirements needed. New vendors would require extensive analysis, prototyping, and vehicle testing as described in Section 5 above to ensure that the Abrams will properly meet system level requirements with a new
Engineering no other vendor was found who meets the system specification for these items. There are no other sources who have the potential to make this kit to meet the needs of this procurement.
9. Interested Sources: To date no additional sources have expressed interest in this item.
