About this file
This is a Justification and Approval (J&A) document for Other Than Full and Open Competition for solicitation SPRBL1-25-R-0001, the RTX Supplier Capabilities Contract. The Defense Logistics Agency (DLA) is requesting authority to negotiate and award multiple sole-source contracts with RTX Corporation (CAGE 61858) for supply chain management, production, sustainment, and logistics support for systems manufactured by RTX and its subsidiaries including Raytheon Company, Collins Aerospace, and Pratt & Whitney.
The acquisition supports comprehensive sustainment and production of critical sole-source RTX systems, platforms, and programs across the Department of Defense and federal agencies. Services include spare parts, repairs, systems engineering, maintenance planning, configuration management, software engineering, holistic support, logistics management, and Performance Based Logistics (PBL). The contract has an estimated ceiling of $50 billion over a 20-year duration (2025-2045), following trends from the current contract SPRBL1-15-D-0017 awarded to Raytheon in September 2015. The J&A justifies sole-source procurement by stating that only RTX possesses the requisite engineering expertise, technical data, configuration management knowledge, and production capabilities to support these complex weapon systems. Multiple market research efforts including Sources Sought announcements on SAM.gov in September 2023 and September 2024 received no responses, confirming RTX as the only capable source. The contracting activity is DLA Land Aberdeen, with point of contact Marley Joyner at marley.joyner@dla.mil.
